Amends the Illinois Seed Law. Provides that seed libraries shall be exempt from all licensing, testing, labeling, and other requirements of the Act. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Seed Law is amended by adding |
| 5 | | Sections 2.132a and 13.5 as follows:
|
| 6 | | (505 ILCS 110/2.132a new) |
| 7 | | Sec. 2.132a. Seed library. "Seed library" means a |
| 8 | | nonprofit, cooperative, or governmental organization that |
| 9 | | holds, donates, and receives donations of open-pollinated |
| 10 | | seeds to and from the public for non-commercial and educational |
| 11 | | uses for the purpose of encouraging horticulture-based |
| 12 | | education, non-commercial gardening, biodiversity, and the |
| 13 | | preservation of open-pollinated plant varieties.

| 15 | | Sec. 13.5. Seed library exemption. Notwithstanding any |
| 16 | | other provision of this Act, seed libraries shall be exempt |
| 17 | | from all licensing, testing, labeling, and other requirements |

| 19 | | Section 99. Effective date. This Act takes effect upon |
| 20 | | becoming law.
