AMENDMENT TO HOUSE BILL 1016 




2    AMENDMENT NO. ______. Amend House Bill 1016, AS AMENDED, 
3with reference to page and line numbers of House Amendment No. 
41, on page on page 2, line 7, by inserting after the period the 
5following:
6""Dealer" includes any person engaged in the business of 
7selling firearms at wholesale or retail, or repairing firearms 
8or making or fitting special barrels, stocks, or trigger 
9mechanisms to firearms."; and
 
10on page 3, by inserting immediately below line 18 the 
11following:
12    ""Manufacturer" means any person engaged in the business of 
13manufacturing firearms or ammunition for purposes of sale or 
14distribution."; and 
 
15on page 4, line 18, by inserting immediately after the period 
16the following:

1    "This subsection (b) does not apply to:
2        (1) a person who possesses a license to manufacture 
3    firearms under subsection (a) of Section 923 of the federal

4    Gun Control Act of 1968 (18 U.S.C. 923(a)); or
5        (2) a person who is actually engaged in the business of

6    manufacturing and selling any piece or part of a firearm,

7    but only with respect to the activities which are within

8    the lawful scope of that business.".
