| 2 | | WHEREAS, The federal Patient Protection and Affordable |
| 3 | | Care Act was signed into law by President Barack Obama on March |
| 4 | | 23, 2010; and
|
| 5 | | WHEREAS, The Obama administration has hired thousands of |
| 6 | | marketers and members of community organizations to educate and |
| 7 | | assist consumers with the Obamacare enrollment process; and
|
| 8 | | WHEREAS, These new government employees tasked with |
| 9 | | helping consumers understand the law and the insurance coverage |
| 10 | | provisions in the new health insurance marketplace are known as |
| 11 | | "navigators"; and
|
| 12 | | WHEREAS, The State of Illinois has given out more than $36 |
| 13 | | million in federal taxpayer dollars to dozens of community |
| 14 | | groups in Illinois to hire temporary workers as navigators; and
|
| 15 | | WHEREAS, There are over 1,200 navigators in Illinois, many |
| 16 | | with no background in health insurance and limited training; |
| 17 | | and
|
| 18 | | WHEREAS, Since open enrollment began in October of 2013, |
| 19 | | there have been serious questions raised about the |
| 20 | | qualifications of navigators and the necessity of the program |
