1    AN ACT concerning transportation.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The State Finance Act is amended by adding 
5Section 5.826 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The Illinois Police K-9 Memorial Fund.
 
8    Section 10. The Illinois Vehicle Code is amended  by adding 
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. Illinois Police K-9 Memorial Plates.
12    (a) The Secretary, upon receipt of all applicable fees and 
13applications made in the form prescribed by the Secretary, may 
14issue special registration plates designated as Illinois 
15Police K-9 Memorial license plates.
The special plates issued 
16under this Section shall be affixed only to passenger vehicles 
17of the first division or motor vehicles of the second division 
18weighing not more than 8,000 pounds.
    Plates issued under this 
19Section shall expire according to the multi-year procedure 
20established by Section 3-414.1 of this Code. 
21    (b) The design and color of the plates is wholly within the

1discretion of the Secretary. The Secretary may allow the plates 
2to be issued as vanity plates or personalized under Section 
33-405.1 of the Code. Appropriate documentation, as determined 
4by the Secretary, shall accompany each application. The 
5Secretary shall prescribe stickers or decals as provided under 
6Section 3-412 of this Code. 
7    (c) An applicant shall be charged a $40 fee for original 
8issuance in addition to the applicable registration fee. Of 
9this additional fee, $15 shall be deposited into the Secretary 
10of State Special License Plate Fund and $25 shall be deposited 
11into the Illinois Police K-9 Memorial Fund. For each 
12registration renewal period, a $27 fee, in addition to the 
13appropriate registration fee, shall be charged. Of this 
14additional fee, $2 shall be deposited into the Secretary of 
15State Special License Plate Fund and $25 shall be deposited 
16into the Illinois Police K-9 Memorial Fund. 
17    (d) The Illinois Police K-9 Memorial Fund is created as a 
18special fund in the State treasury. All moneys in the Illinois 
19Police K-9 Memorial Fund shall be paid, subject to 
20appropriation by the General Assembly and distribution by the 
21Secretary, as grants to the Northern Illinois Police K-9 
22Memorial for the creation, operation, and maintenance of a 
23police K-9 memorial monument.
