SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Richard M. "Bud" Caulkins of Colona, who passed away on May 11, 2024; and

WHEREAS, Richard Caulkins was born in Davenport, Iowa to Russell and Shirley (Strader) Caulkins on August 1, 1947; he served in the U.S. Army during the Vietnam War; he married Elizabeth Hemphill on June 24, 2017; and

WHEREAS, Richard Caulkins worked for the Rock Island Railroad as a journeyman and worked for John Deere Harvester as a machinist, retiring after 30 years; and

WHEREAS, Richard Caulkins was past commander for Colona American Legion Post 1233; he coached baseball for both the Colona Little League and for the national association that organizes teams and competitions for adults with visual impairments; he enjoyed hunting, fishing, and watching NASCAR; he was a fan of the Chicago Bears and St. Louis Cardinals; and

WHEREAS, Richard Caulkins was preceded in death by his parents and his brothers-in-law, Bob Powers and Wallace Snyder; and

WHEREAS, Richard Caulkins is survived by his wife, Elizabeth; his children, Kelly (Michael) Smith, Keith Caulkins, Danel (Julie) Caulkins, Patrick Caulkins, and Shawn (Samantha) Caulkins; his stepsons, Blake Hemphill, Brandon Clong, and Terry Gates Jr.; his grandchildren, Chris, Kristin, Kaitlyn, Bethany, Jordan, Dylan, Dakota, and Leland; 15 great-grandchildren; his sisters, Judy Snyder, Nancy (Jerry) Rodgers, and Lana Powers; and his brothers, Don Caulkins, Tommie Caulkins, and Wayne (Jackie) Caulkins; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Richard M. "Bud" Caulkins and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Richard Caulkins as an expression of our deepest sympathy.
