| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Richard M. "Bud" Caulkins of Colona, |
| 4 | | who passed away on May 11, 2024; and |
| 5 | | WHEREAS, Richard Caulkins was born in Davenport, Iowa to |
| 6 | | Russell and Shirley (Strader) Caulkins on August 1, 1947; he |
| 7 | | served in the U.S. Army during the Vietnam War; he married |
| 8 | | Elizabeth Hemphill on June 24, 2017; and |
| 9 | | WHEREAS, Richard Caulkins worked for the Rock Island |
| 10 | | Railroad as a journeyman and worked for John Deere Harvester |
| 11 | | as a machinist, retiring after 30 years; and |
| 12 | | WHEREAS, Richard Caulkins was past commander for Colona |
| 13 | | American Legion Post 1233; he coached baseball for both the |
| 14 | | Colona Little League and for the national association that |
| 15 | | organizes teams and competitions for adults with visual |
| 16 | | impairments; he enjoyed hunting, fishing, and watching NASCAR; |
| 17 | | he was a fan of the Chicago Bears and St. Louis Cardinals; and |
| 18 | | WHEREAS, Richard Caulkins was preceded in death by his |
| 19 | | parents and his brothers-in-law, Bob Powers and Wallace |
| 20 | | Snyder; and |

| 1 | | WHEREAS, Richard Caulkins is survived by his wife, |
| 2 | | Elizabeth; his children, Kelly (Michael) Smith, Keith |
| 3 | | Caulkins, Danel (Julie) Caulkins, Patrick Caulkins, and Shawn |
| 4 | | (Samantha) Caulkins; his stepsons, Blake Hemphill, Brandon |
| 5 | | Clong, and Terry Gates Jr.; his grandchildren, Chris, Kristin, |
| 6 | | Kaitlyn, Bethany, Jordan, Dylan, Dakota, and Leland; 15 |
| 7 | | great-grandchildren; his sisters, Judy Snyder, Nancy (Jerry) |
| 8 | | Rodgers, and Lana Powers; and his brothers, Don Caulkins, |
| 9 | | Tommie Caulkins, and Wayne (Jackie) Caulkins; therefore, be it |
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
| 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 12 | | Richard M. "Bud" Caulkins and extend our sincere condolences |
| 13 | | to his family, friends, and all who knew and loved him; and be |
| 14 | | it further |
| 15 | | RESOLVED, That a suitable copy of this resolution be |
| 16 | | presented to the family of Richard Caulkins as an expression |
| 17 | | of our deepest sympathy. |
