| 6 | | 3,000,000 or more inhabitants; |
| 7 | | (12) the Village President of the Village of Hazel |
| 8 | | Crest or his or her designee; |
| 9 | | (13) the Mayor of the City of Harvey or his or her |
| 10 | | designee; |
| 11 | | (14) the Village President of the Village of Richton |
| 12 | | Park or his or her designee; and |
| 13 | | (15) up to 3 members, appointed by the co-chairpersons |
| 14 | | of the Task Force, representing taxing districts, other |
| 15 | | than municipalities, with properties that are the most |
| 16 | | highly represented in the annual tax sale in counties with |
| 17 | | 3,000,000 or more inhabitants. |
| 18 | | At the discretion of both of the Co-Chairpersons of the |
| 19 | | Task Force, additional individuals may participate as |
| 20 | | nonvoting members of the Task Force. |
| 21 | | Members of the Task Force shall be appointed no later than |
| 22 | | 30 days after the effective date of this amendatory Act of the |
| 23 | | 103rd General Assembly. If any members are not appointed |
| 24 | | within that 30-day period, the appointing authority shall be |
| 25 | | deemed to have waived the right to make that appointment. |
| 26 | | Vacancies in the Task Force, other than a vacancy occurring |

| 1 | | because of a waiver by the appointing authority under this |
| 2 | | subsection, shall be filled by the original appointing |
| 3 | | authority. |
| 4 | | (c) Members of the Task Force shall serve without |
| 5 | | compensation. The Illinois Housing Development Authority shall |
| 6 | | provide administrative support to the Task Force as needed. |
| 7 | | (d) The members of the Task Force are exempt from any |
| 8 | | training, disclosure, or filing requirements under the State |
| 9 | | Officials and Employees Ethics Act, the Illinois Governmental |
| 10 | | Ethics Act, or any other applicable State law or rule imposing |
| 11 | | such requirements. |
| 12 | | (e) Once all of the members have been appointed, the Task |
| 13 | | Force shall meet not less than 4 times to carry out the duties |
| 14 | | prescribed in this Section. Members of the Task Force may |
| 15 | | attend those meetings virtually. |
| 16 | | (f) The Task Force shall study and make recommendations |
| 17 | | for the implementation of one or more payment plan options in |
| 18 | | counties with 3,000,000 or more inhabitants to prevent |
| 19 | | eligible tax-delinquent owner-occupied properties in those |
| 20 | | counties from being sold at the annual tax sale. The Task Force |
| 21 | | shall take into consideration the impact of the payment plan |
| 22 | | option on homeowners, taxpayers, local agencies responsible |
| 23 | | for the collection of property taxes, and local taxing |
| 24 | | districts. These recommendations may be used to recommend |
| 25 | | legislation in the 103rd General Assembly or a subsequent |
| 26 | | General Assembly. |

| 1 | | (g) A report detailing the Task Force's findings, |
| 2 | | conclusions, and recommendations shall be submitted to the |
| 3 | | General Assembly no later than November 15, 2023. The Task |
| 4 | | Force is dissolved upon submission of the report. |
| 5 | | (h) This Section is repealed on January 1, 2025.

| 6 | | Section 99. Effective date. This Act takes effect upon |
| 7 | | becoming law.
