AMENDMENT TO HOUSE BILL 3014 




2    AMENDMENT NO. ______. Amend House Bill 3014 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The Environmental Protection Act is amended  by 
5adding Section 52.3-15 as follows:
 
6    (415 ILCS 5/52.3-15 new)
7    Sec. 52.3-15. Unlawful materials for recycling.  Beginning 
8on July 1, 2017, it shall be unlawful, unless specifically 
9authorized by a municipal or county ordinance, for any person 
10to knowingly place into a container intended for collection by 
11a residential hauler for processing at a recycling center the 
12following materials:
13        (1) household sharps;
14        (2) plastic bags, plastic sheets, plastic tarps, or 
15    plastic wrap;
16        (3) polystyrene;

1        (4) landscape waste;
2        (5) food scrap; and
3        (6) motor oil containers or other hazardous waste 
4    containers. 
 
 
5    Section 99. Effective date. This Act takes effect July 1, 
62017.".
