SECTION 890.100 APPLICABILITY
Section 890.100
Applicability
This Subpart shall apply to all
airports or railroad stations as set forth in Section 2(d) of "AN ACT in
relation to the installation of telecommunication devices for use throughout
the State by individuals with hearing impairments" (Ill. Rev. Stat. 1985, ch.
111 1/2, par. 4202(d)). For the purposes of this Subpart Amtrak is considered
to be the operating authority in regards to railroad stations. Railroad
stations are further defined as those Amtrak stations in which Amtrak staff are
employed.

SECTION 890.110 INSTALLATION
Section 890.110 Installation
a) Airports and railroad stations shall have at least one
Telecommunication Device for the Deaf (TDD) located in each terminal or
building used by the public for commercial carrier travel. The location of the
TDD(s) shall be clearly marked with a legible sign as set forth in subsection
(c), and all building/terminal maps and/or diagrams available to assist the
public must clearly indicate the location of the TDD(s).
b) The TDD(s) must be available to the general public from at
least 30 minutes before the first commercial carrier flight or train of the day
to 30 minutes after the last commercial carrier flight or train of the day.
c) Sign used to designate the location(s) of TDD(s) must be
visible and legible to the public and bear the logo as given in Illustration
A. The sign must be at least 15" by 15" in size and show the logo in
white on a blue background. In addition to sign(s) designating the location(s)
of TDD(s), the operating authority must make printed information available to
the user of the TDD regarding the operation of the TDD, the use of the TDD with
TDD operator assisted calls (1+800-855-1155) for calling card, collect or
billed third numbers, the availability and location of third party assistance
(Section 830.190), and the reporting of malfunctioning TDDs to the Department
of Human Services by calling (217) 782-8610, voice or TDD.
d) The operating authority of the airport or railroad station is
responsible for any costs related to the installation of the TDD(s).

SECTION 890.120 EQUIPMENT AND MAINTENANCE
Section 890.120 Equipment
and Maintenance
a) TDDs must satisfy the following specifications:
1) Portability − must be portable to the extent that the
TDD can be used at various public telephone locations within the
building/terminal, if the TDD is not already located adjacent to a public
telephone.
2) Display − must have an internal printer which provides a
paper printout of the conversation.
3) Compatibility − the acoustic coupler of the TDD and the
handset of the telephone must be compatible or the TDD must otherwise be
compatible for use with the telephone.
b) If an electrical outlet is not located adjacent to the
available public telephones, the TDD(s) must be battery powered.
c) A level, flat surface immediately adjacent to at least one
public telephone used for TDDs must be provided, so as to accommodate the
placement of the TDD, either permanently fixed or portable. The handset
cord/cable length of telephones must be sufficient to allow placement of the
handset in the acoustic coupler while the TDD is on the adjacent flat surface.
d) The operating authority is responsible for maintaining the
TDD(s) in working order and for the costs of the maintenance.

SECTION 890.130 THIRD PARTY ASSISTANCE
Section 890.130 Third Party
Assistance
If, during the hours of TDD
availability (Section 890.110(b)), operator assistance is required by the
person using the TDD, the operating authority must make available third party
assistance. This applies only to those calls which are not credit card calls,
or for which toll free operator assistance for TDD users is not available.
