    AN ACT concerning utilities.

 
    Be it enacted by the People of the State of Illinois,
 
represented in the General Assembly:




 
    Section 5. The Public Utilities Act is amended  by changing 
Section 4-603 as follows:
 
    (220 ILCS 5/4-603)

    Sec. 4-603. Adequate employment for in-house utility 
employees. The staff of the Commission shall develop benchmarks 
for employee staffing levels for each classification and 
employee training for each classification, subject to the 
requirements of Section 4-602 of this Act, within one year 
after the effective date of this amendatory Act of the 96th 
General Assembly.

    Section 99. Effective date. This Act takes effect upon
