| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The mass emergence of data centers throughout the | ||||||
| 3 | United States has drastically increased the demand for energy, | ||||||
| 4 | and the impact of data center expansion is projected to grow | ||||||
| 5 | substantially in the coming years, with forecasts suggesting | ||||||
| 6 | that by 2028, data centers could consume between 6.7% and 12% | ||||||
| 7 | of total U.S. electricity, equivalent to 325-580 | ||||||
| 8 | terawatt-hours(TWh); and | ||||||
| 9 | WHEREAS, This increased demand for energy in Illinois has | ||||||
| 10 | raised the energy bills for Illinois residents, as capacity | ||||||
| 11 | prices in the PJM Interconnection region that covers Northern | ||||||
| 12 | Illinois rose from a low of $28.92 per megawatt-day (MW-day) | ||||||
| 13 | in 2024/2025 to $269.92 per MW-day in 2025/2026; in the | ||||||
| 14 | Midcontinent Independent System Operator (MISO) region that | ||||||
| 15 | covers Central and Southern Illinois, the 2025/2026 Planning | ||||||
| 16 | Resource Auction set an auction record for summer capacity | ||||||
| 17 | prices held since 2015/2016, clearing at $666.50 per MW-day, | ||||||
| 18 | or 22 times higher than the summer 2024/2025 price of $30 per | ||||||
| 19 | MW-day and 66 times higher than the summer of 2023/2024; and | ||||||
| 20 | WHEREAS, Electric costs will continue to rise with the | ||||||
| 21 | creation of more data centers unless additional energy | ||||||
| 22 | generation is added to the energy grid; and | ||||||

| |||||||
| 1 | WHEREAS, In 2025, data centers in Illinois had more than | ||||||
| 2 | 1,200 MW of operational capacity; recently, Commonwealth | ||||||
| 3 | Edison has received 75 application for data center projects, | ||||||
| 4 | indicating the demand for energy will continue to increase | ||||||
| 5 | with the creation of these data centers, which will thereby | ||||||
| 6 | continue to raise energy bills; and | ||||||
| 7 | WHEREAS, The Climate and Equitable Jobs Act has placed | ||||||
| 8 | artificial deadlines and operational restrictions on | ||||||
| 9 | Illinois-based fossil fuel electric generators, limiting the | ||||||
| 10 | State's ability to meet this new demand; and | ||||||
| 11 | WHEREAS, The usage of energy by data centers is a strain on | ||||||
| 12 | Illinois' power grid and natural resources, and the continued | ||||||
| 13 | use of existing data centers as well as the construction of new | ||||||
| 14 | data centers will have serious implications for Illinois | ||||||
| 15 | residents; and | ||||||
| 16 | WHEREAS, As required by Section 9.15 of the Illinois | ||||||
| 17 | Environmental Protection Act, Illinois has 7,000 MW of PJM | ||||||
| 18 | Interconnection co-located generation that is scheduled to go | ||||||
| 19 | offline on January 1, 2030; and | ||||||
| 20 | WHEREAS, Section 9.15 of the Illinois Environmental | ||||||
| 21 | Protection Act allows the Illinois Power Agency and the | ||||||
| 22 | Environmental Protection Agency to, in the event of a resource | ||||||

| 1 | adequacy shortfall, develop a plan to reduce or delay CO2e and | ||||||
| 2 | copollutant emissions reductions, allowing currently running | ||||||
| 3 | Illinois-based generation capacity to keep running; and | ||||||
| 4 | WHEREAS, On December 15, 2025, the Illinois Power Agency, | ||||||
| 5 | the Illinois Commerce Commission, and the Illinois | ||||||
| 6 | Environmental Protection Agency published their statutorily | ||||||
| 7 | required Adequacy Study; and | ||||||
| 8 | WHEREAS, The Adequacy Study found that, "Resource adequacy | ||||||
| 9 | margins in both regions are becoming increasingly constrained | ||||||
| 10 | due to load growth, thermal generator retirements, and updates | ||||||
| 11 | to resource adequacy market structures"; therefore, be it | ||||||
| 12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 13 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 14 | we urge all data centers in Illinois to provide their own | ||||||
| 15 | energy to alleviate the burden they place on Illinois | ||||||
| 16 | residents; and be it further | ||||||
| 17 | RESOLVED, That we urge the Illinois Power Agency and the | ||||||
| 18 | Illinois Environmental Protection Agency to, pursuant to 415 | ||||||
| 19 | ILCS 5/9.15(o), develop a plan to reduce or delay CO2e and | ||||||
| 20 | copollutant emissions reductions; and be it further | ||||||
| 21 | RESOLVED, That we urge the Illinois Commerce Commission to | ||||||

| 1 | approve the plan developed by Illinois Power Agency and the | ||||||
| 2 | Illinois Environmental Protection Agency; and be it further | ||||||
| 3 | RESOLVED, That suitable copies of this resolution be | ||||||
| 4 | delivered to the head of every data center in Illinois, each | ||||||
| 5 | member of the Illinois Commerce Commission, the Director of | ||||||
| 6 | the Illinois Power Agency, and the Director of the Illinois | ||||||
| 7 | Environmental Protection Agency. | ||||||
