| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are saddened to learn of the death of Lillian | ||||||
| 4 | Drummond of Chicago; and | ||||||
| 5 | WHEREAS, Lillian Drummond was born on October 13, 1921; | ||||||
| 6 | she was a longtime resident of the Austin neighborhood and was | ||||||
| 7 | instrumental in the creation of the Austin Senior Satellite | ||||||
| 8 | Center right across the street from her house; and | ||||||
| 9 | WHEREAS, Lillian Drummond's most enduring work centered on | ||||||
| 10 | energy affordability, a basic necessity she believed should | ||||||
| 11 | never be denied to the poor or elderly; she helped organize the | ||||||
| 12 | Affordable Budget Coalition in 1985, which successfully pushed | ||||||
| 13 | for a 12% Energy Assistance Plan to keep heat and light | ||||||
| 14 | available to low-income households; later, her advocacy helped | ||||||
| 15 | lead to the passage of the Percentage of Income Payment Plan | ||||||
| 16 | enacted in 2009; and | ||||||
| 17 | WHEREAS, Lillian Drummond was also a founding member of | ||||||
| 18 | the South Austin Coalition Community Council; and | ||||||
| 19 | WHEREAS, Lillian Drummond was inducted into the Illinois | ||||||
| 20 | Senior Citizen Hall of Fame and received an honorary street | ||||||
| 21 | designation from the City of Chicago; she received the Edward | ||||||

| 1 | Bailey Lifetime Community Service Award in 2006; and | ||||||
| 2 | WHEREAS, Lillian Drummond was affectionately known as | ||||||
| 3 | "Mama Lill" and was a woman of grace, resilience, and | ||||||
| 4 | unwavering love; and | ||||||
| 5 | WHEREAS, Lillian Drummond taught by example what it meant | ||||||
| 6 | to endure, to forgive, and to love deeply; therefore, be it | ||||||
| 7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 8 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 9 | we mourn the passing of Lillian Drummond and extend our | ||||||
| 10 | sincere condolences to her family, friends, and all who knew | ||||||
| 11 | and loved her; and be it further | ||||||
| 12 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 13 | presented to the family of Lillian Drummond as an expression | ||||||
| 14 | of our deepest sympathy. | ||||||
