| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are saddened to learn of the death of former | ||||||
| 4 | Illinois State Representative Jack Lawrence Kubik, who passed | ||||||
| 5 | away on February 4, 2026; and | ||||||
| 6 | WHEREAS, Born on May 20, 1955, Representative Kubik | ||||||
| 7 | dedicated his life to Illinois, its people, and his family; | ||||||
| 8 | and | ||||||
| 9 | WHEREAS, From a family with a longtime identity in West | ||||||
| 10 | Cook community newspaper publishing, Representative Kubik | ||||||
| 11 | attended DePaul University, earning a degree in business | ||||||
| 12 | administration, with an eye to carrying on the family | ||||||
| 13 | business; and | ||||||
| 14 | WHEREAS, When his neighbor, then-Representative Judy Barr | ||||||
| 15 | Topinka, decided to vacate her seat in the Illinois House of | ||||||
| 16 | Representatives in order to move to the Illinois Senate, young | ||||||
| 17 | Representative Kubik saw his chance and successfully ran for | ||||||
| 18 | the November 1984 House vacancy in their West Cook County | ||||||
| 19 | district; and | ||||||
| 20 | WHEREAS, Upon his election at the age of 28, | ||||||
| 21 | Representative Kubik was one of the youngest members of the | ||||||
| |||||||
| |||||||
| 1 | Illinois House of Representatives, yet with an eye towards | ||||||
| 2 | serving the people of his then-Greatest Generation-oriented | ||||||
| 3 | district, he accepted an appointment to the House Committee on | ||||||
| 4 | Aging; and | ||||||
| 5 | WHEREAS, Representative Kubik also specialized in issues | ||||||
| 6 | involving property tax relief, judicial reform, and the rights | ||||||
| 7 | of persons with disabilities; and | ||||||
| 8 | WHEREAS, As a keystone measure within his overall fight | ||||||
| 9 | for property tax relief, Representative Kubik was the lead | ||||||
| 10 | sponsor of a bill that for the first time created a workable | ||||||
| 11 | process for Cook County residents to appeal their property tax | ||||||
| 12 | assessments to the statewide Property Tax Appeal Board, and | ||||||
| 13 | then to the Cook County circuit courts, thereby creating a | ||||||
| 14 | legal process that endures to this day; and | ||||||
| 15 | WHEREAS, Winning many friends and allies among his | ||||||
| 16 | colleagues, Representative Kubik was named several times as | ||||||
| 17 | assistant leader of the House Republican Caucus, which | ||||||
| 18 | included service in 1995-1996 (89th General Assembly) as House | ||||||
| 19 | Assistant Majority Leader; and | ||||||
| 20 | WHEREAS, Representatives Kubik's years of service in the | ||||||
| 21 | Illinois House were also marked with personal reward, as while | ||||||
| 22 | he was a sitting representative he met and married his wife | ||||||

| |||||||
| 1 | Agatha "Aggie" Kubik, who in 2017 tragically preceded him in | ||||||
| 2 | death; and | ||||||
| 3 | WHEREAS, When he retired in January 1999, Representative | ||||||
| 4 | Kubik had served for fourteen years in the Illinois House of | ||||||
| 5 | Representatives; and | ||||||
| 6 | WHEREAS, Subsequent to his elected service, Representative | ||||||
| 7 | Kubik served the Illinois General Assembly during the 94th and | ||||||
| 8 | 95th General Assembly as the chief of staff of Representative | ||||||
| 9 | Tom Cross, the House Minority Leader; and | ||||||
| 10 | WHEREAS, As a member of the "People's House", | ||||||
| 11 | Representative Kubik never forgot the people of Illinois, | ||||||
| 12 | including those both in and out of his Chicago-area west | ||||||
| 13 | suburban district and home neighborhoods; and | ||||||
| 14 | WHEREAS, Representative Kubik left behind his beloved | ||||||
| 15 | children, Lynn Vorreyer and Brian Kiefer, two sisters, Patti | ||||||
| 16 | Willis and Donna Larson, and many grandchildren and | ||||||
| 17 | great-grandchildren; therefore, be it | ||||||
| 18 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 19 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 20 | we mourn the passing of former Illinois State Representative | ||||||
| 21 | Jack Lawrence Kubik and extend our sincere condolences to his | ||||||

| 1 | family, friends, and all who knew and loved him; and be it | ||||||
| 2 | further | ||||||
| 3 | RESOLVED, That suitable copies of this resolution be | ||||||
| 4 | presented to Representative Kubik's daughter, Lynn Vorreyer, | ||||||
| 5 | and to his son and daughter-in-law, Brian and Nicole Kiefer. | ||||||
