| 2 | | WHEREAS, On September 12, 2025, Silverio Villegas Gonzalez |
| 3 | | was shot and killed by Immigration and Customs Enforcement |
| 4 | | (ICE) operating in Franklin Park, Illinois; and |
| 5 | | WHEREAS, On October 4, 2025, Marimar Martinez was shot |
| 6 | | five times while she was driving to church by Border Patrol |
| 7 | | agents operating in Chicago, Illinois; agents attempted to |
| 8 | | justify their shooting by labeling Martinez a "domestic |
| 9 | | terrorist" and claiming she was attempting to use her car to |
| 10 | | assault agents, charges which federal prosecutors found to be |
| 11 | | without merit; instead, body camera footage showed agents |
| 12 | | holding Martinez at gunpoint, stating "Do something", and |
| 13 | | calling her a profane name before opening fire; and |
| 14 | | WHEREAS, On October 17, 2025, Philip Brown was shot and |
| 15 | | injured by a Homeland Security Investigations agent operating |
| 16 | | in Washington, D.C., claiming Brown was attempting to flee a |
| 17 | | traffic stop, a charge which a judge found to be without merit; |
| 18 | | and |
| 19 | | WHEREAS, On October 21, 2025, Carlitos Richard Parias was |
| 20 | | shot and wounded by an ICE agent in Los Angeles, California; |
| 21 | | agents justified the shooting by claiming Parias was |
| 22 | | attempting to use his car to assault agents, a charge which a |

| 1 | | judge dismissed; and |
| 2 | | WHEREAS, On October 29, 2025, Jose Garcia-Sorto was shot |
| 3 | | and injured by an ICE agent operating in Phoenix, Arizona, |
| 4 | | claiming Garcia-Sorto was attempting to flee a traffic stop; |
| 5 | | and |
| 6 | | WHEREAS, On October 30, 2025, Carlos Jimenez was shot and |
| 7 | | injured by an ICE agent operating in Ontario, California, |
| 8 | | claiming that Jimenez was attempting to use his car to assault |
| 9 | | officers; and |
| 10 | | WHEREAS, On November 13, 2025, Justin Bryant Nelson was |
| 11 | | shot at by a Homeland Security Investigations agent operating |
| 12 | | in Washington, D.C., claiming Nelson ran a red light; and |
| 13 | | WHEREAS, On December 11, 2025, an unidentified man was |
| 14 | | shot and killed by a Border Patrol agent operating in Rio |
| 15 | | Grande City, Texas, claiming the man was wearing camouflage |
| 16 | | clothing and attempted to flee from agents; and |
| 17 | | WHEREAS, On December 24, 2025, Tiago Alexandre |
| 18 | | Sousa-Martins and Solomon Antonio Serrano-Esquivel were shot |
| 19 | | at by an ICE agent operating in Glen Burnie, Maryland, |
| 20 | | claiming Sousa-Martins was attempting to use his car to |
| 21 | | assault officers; and |

| 1 | | WHEREAS, On January 7, 2026, Renee Nicole Good was shot |
| 2 | | and killed by an ICE agent operating in St. Paul, Minnesota; |
| 3 | | while Department of Homeland Security Secretary Kristi Noem |
| 4 | | rushed to defame Good as a "domestic terrorist" and claimed |
| 5 | | she was attempting to assault agents with her car, footage |
| 6 | | from agents' cameras and from bystanders showed Good calmly |
| 7 | | telling agents, "That's fine, dude. I'm not mad at you", |
| 8 | | before trying to navigate away from the situation; footage |
| 9 | | then showed an agent shooting Good three times and calling her |
| 10 | | profane names; and |
| 11 | | WHEREAS, On January 8, 2026, Luis David Nico Moncada and |
| 12 | | Yorlenys Betzabeth Zambrano-Contreras were shot by a Customs |
| 13 | | and Border Patrol agent operating in Portland, Oregon, |
| 14 | | claiming Moncada was attempting to use his car to assault |
| 15 | | officers; and |
| 16 | | WHEREAS, On January 14, 2026, Julio Cesar Sosa-Celis was |
| 17 | | shot and injured by an ICE agent operating in Minneapolis, |
| 18 | | Minnesota, claiming Sosa-Celis was resisting arrest; and |
| 19 | | WHEREAS, These victims of President Donald J. Trump and |
| 20 | | Homeland Security Secretary Kristi Noem's brutal and lawless |
| 21 | | raids have been lifelong citizens, new Americans living |
| 22 | | peacefully and legally under visas, and immigrants alike; none |

| 1 | | were given a chance to prove their citizenship, none were |
| 2 | | given a background check to prove they were law-abiding |
| 3 | | citizens, and none were offered due process before they were |
| 4 | | shot; and |
| 5 | | WHEREAS, These alleged murders and shootings, many |
| 6 | | conducted in broad daylight and in full view of the public, are |
| 7 | | just the most visible abuses perpetrated as part of the |
| 8 | | Trump-Noem raids; the Project on Government Oversight found |
| 9 | | that within ICE detention centers, which the Trump |
| 10 | | Administration refuses to open to even the most basic |
| 11 | | oversight, 32 people died in ICE custody in 2025; and |
| 12 | | WHEREAS, Every American citizen, every legal immigrant, |
| 13 | | every asylum seeker, and every undocumented person is entitled |
| 14 | | to the basic right of due process under the United States |
| 15 | | Constitution, and every detention, every abuse, and every |
| 16 | | murder is the responsibility of President Donald Trump and |
| 17 | | Secretary Kristi Noem; and |
| 18 | | WHEREAS, The willingness of Secretary Noem and the agents |
| 19 | | under her command to defame the victims and rationalize deadly |
| 20 | | force with a boilerplate narrative that has frequently failed |
| 21 | | to stand up to basic scrutiny is an alarm to every American; |
| 22 | | therefore, be it |

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 2 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 3 | | we condemn the acts of excessive and deadly force deployed by |
| 4 | | federal agents of Immigration and Customs Enforcement (ICE), |
| 5 | | Customs and Border Patrol, Homeland Security Investigations, |
| 6 | | and others operating under the direction of President Donald |
| 7 | | J. Trump and Department of Homeland Security Secretary Kristi |
| 8 | | Noem; and be it further |
| 9 | | RESOLVED, That we call for a fully independent |
| 10 | | investigation into all Department of Homeland |
| 11 | | Security-involved shootings, killings, and deaths in custody, |
| 12 | | and we call for the appointment of an independent counsel to |
| 13 | | prosecute agents, administrators, and political appointees |
| 14 | | found to have committed, directed, or covered up these acts of |
| 15 | | violence; and be it further |
| 16 | | RESOLVED, That we call for the immediate resignation of |
| 17 | | Secretary Kristi Noem, and we call for her immediate |
| 18 | | impeachment if she refuses to resign. |
