| 1 | SENATE RESOLUTION | ||||||
| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of Penelope A. "Penny" Radley of Peoria, | ||||||
| 4 | who passed away on December 31, 2025; and | ||||||
| 5 | WHEREAS, Penny Radley, the daughter of Venice and Barbara | ||||||
| 6 | (Gower) Parks, was born in Peoria on March 18, 1942; she | ||||||
| 7 | graduated from Peoria High School in 1960; she attended | ||||||
| 8 | Christian College, known today as Columbia College, in | ||||||
| 9 | Columbia, Missouri and received her bachelor's degree from the | ||||||
| 10 | University of Illinois Urbana-Champaign; she married David | ||||||
| 11 | Radley on June 12, 1966; and | ||||||
| 12 | WHEREAS, Penny Radley worked for the Illinois Department | ||||||
| 13 | of Public Aid, the Peoria chapter of the American Red Cross, | ||||||
| 14 | Creative Logic, and the Human Service Center; and | ||||||
| 15 | WHEREAS, Penny Radley was active in Peoria Players and | ||||||
| 16 | Corn Stock Theatre, performing in a number of plays and | ||||||
| 17 | musicals such as My Fair Lady and The Miracle Worker; she was a | ||||||
| 18 | member of Junior League of Peoria, where she was named | ||||||
| 19 | Volunteer of the Year and later became a sustainer; she served | ||||||
| 20 | as chair of the Friendship House project Dress for Success; | ||||||
| 21 | she received the Community Service Award from the Peoria Park | ||||||
| 22 | District; she also participated in local activities, including | ||||||
| |||||||
| |||||||
| 1 | the Mt. Hawley Book Club and Fourth Monday Bridge Club; and | ||||||
| 2 | WHEREAS, Penny Radley was preceded in death by her | ||||||
| 3 | parents; her sister, Christine Parks; and her niece, Shauna | ||||||
| 4 | Parks; and | ||||||
| 5 | WHEREAS, Penny Radley is survived by her husband; her | ||||||
| 6 | children, Colonel Laura J. Radley, USAF (Ret) and Justin P. | ||||||
| 7 | (Jeanne) Radley; her grandchildren, Kathrine Radley and | ||||||
| 8 | Johnathan Baymiller Radley; her brothers, Spandau Parks and | ||||||
| 9 | Richard (Rebecca LaHood) Parks; her grandnephew, Richard | ||||||
| 10 | (Rose) Parks Jr.; and her grandnieces, Alexa Hightower, Kemry | ||||||
| 11 | Hightower, and Mykai Parks; therefore, be it | ||||||
| 12 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL | ||||||
| 13 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 14 | Penelope A. "Penny" Radley and extend our sincere condolences | ||||||
| 15 | to her family, friends, and all who knew and loved her; and be | ||||||
| 16 | it further | ||||||
| 17 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 18 | presented to the family of Penny Radley as an expression of our | ||||||
| 19 | deepest sympathy. | ||||||
