| 3 | | be necessary, is appropriated from the Radiation Protection |
| 4 | | Fund to the Illinois Emergency Management Agency and Office of |
| 5 | | Homeland Security for licensing facilities where radioactive |
| 6 | | uranium and thorium mill tailings are generated or located, |
| 7 | | and related costs for regulating the decontamination and |
| 8 | | decommissioning of such facilities and for identification, |
| 9 | | decontamination, and environmental monitoring of unlicensed |
| 10 | | properties contaminated with such radioactive mill tailings. |
| 11 | | Section 75. The sum of $60,000, or so much thereof as may |
| 12 | | be necessary, is appropriated from the Radiation Protection |
| 13 | | Fund to the Illinois Emergency Management Agency and Office of |
| 14 | | Homeland Security for all expenses related to solid hazardous |
| 15 | | waste remediation, including prior years' costs, at the Ottawa |
| 16 | | Radiation Areas Superfund site in LaSalle County, Illinois. |
| 17 | | Section 80. The sum of $100,000, or so much thereof as may |
| 18 | | be necessary, is appropriated from the Radiation Protection |
| 19 | | Fund to the Illinois Emergency Management Agency and Office of |
| 20 | | Homeland Security for recovery and remediation of radioactive |
| 21 | | materials and contaminated facilities or properties when such |
| 22 | | expenses cannot be paid by a responsible person or an |
| 23 | | available surety. |

| 1 | | Section 85. The amount of $1,250,000, or so much thereof |
| 2 | | as may be necessary, is appropriated from the Indoor Radon |
| 3 | | Mitigation Fund to the Illinois Emergency Management Agency |
| 4 | | and Office of Homeland Security for expenses relating to the |
| 5 | | federally funded State Indoor Radon Abatement Program, |
| 6 | | including prior years' costs. |
| 7 | | Section 90. The amount of $63,000, or so much thereof as |
| 8 | | may be necessary, is appropriated from the Nuclear Safety |
| 9 | | Emergency Preparedness Fund to the Illinois Emergency |
| 10 | | Management Agency and Office of Homeland Security for related |
| 11 | | training and travel expenses and to reimburse the Illinois |
| 12 | | State Police and the Illinois Commerce Commission for costs |
| 13 | | incurred for activities related to inspecting and escorting |
| 14 | | shipments of spent nuclear fuel, high-level radioactive waste, |
| 15 | | and transuranic waste in Illinois as provided under the rules |
| 16 | | of the Agency. |
| 17 | | Section 95. The sum of $275,000, or so much thereof as may |
| 18 | | be necessary, is appropriated from the Sheffield February 1982 |
| 19 | | Agreed Order Fund to the Illinois Emergency Management Agency |
| 20 | | and Office of Homeland Security for the care, maintenance, |
| 21 | | monitoring, testing, remediation, and insurance of the |
| 22 | | low-level radioactive waste disposal site near Sheffield, |
| 23 | | Illinois. |

| 1 | | Section 100. The sum of $1,500,000, or so much thereof as |
| 2 | | may be necessary, is appropriated from the Nuclear Safety |
| 3 | | Emergency Preparedness Fund to the Illinois Emergency |

| 5 | | compensation to local governments for expenses attributable to |
| 6 | | implementation and maintenance of plans and programs |
| 7 | | authorized by Section 4 of the Nuclear Safety Preparedness |

| 9 | | Section 105. The sum of $650,000, or so much thereof as may |
| 10 | | be necessary, is appropriated from the Low-Level Radioactive |
| 11 | | Waste Facility Operation Fund to the Illinois Emergency |

| 13 | | accordance with Section 14 of the Illinois Low-Level |
| 14 | | Radioactive Waste Management Act for costs related to |
| 15 | | establishing a low-level radioactive waste disposal facility. |

| 5 | | the Federal Disaster Public Assistance Program, including |

| 7 | | Section 135. The amount of $252,000,000, or so much |
| 8 | | thereof as may be necessary, is appropriated from the Federal |
| 9 | | Aid Disaster Fund to the Illinois Emergency Management Agency |
| 10 | | and Office of Homeland Security for all costs related to |
| 11 | | federal disaster mitigation programs, flood mitigation |
| 12 | | assistance, and disaster case management, including prior |
| 13 | | years' costs. |
| 14 | | Section 140. The amount of $2,732,400, or so much thereof |
| 15 | | as may be necessary, is appropriated from the Federal Civil |
| 16 | | Preparedness Administrative Fund to the Illinois Emergency |
| 17 | | Management Agency and Office of Homeland Security for |
| 18 | | hazardous material emergency preparedness, including prior |
| 19 | | years' costs. |
| 20 | | Section 145. The amount of $500,000, or so much thereof as |
| 21 | | may be necessary, is appropriated from the September 11th Fund |
| 22 | | to the Illinois Emergency Management Agency and Office of |
| 23 | | Homeland Security for grants, contracts, and administrative |

| 8 | | Not-for-Profit Security Grant Program, pursuant to subsection |

| 12 | | as may be necessary, is appropriated from the Homeland |
| 13 | | Security Emergency Preparedness Trust Fund to the Illinois |

| 15 | | for expenses related to the federally funded Emergency |
| 16 | | Preparedness Grant Program, including prior years' costs. |
| 17 | | Section 160. The amount of $75,017,000, or so much thereof |

| 19 | | Security Emergency Preparedness Trust Fund to the Illinois |
| 20 | | Emergency Management Agency and Office of Homeland Security |
| 21 | | for expenses related to Terrorism Preparedness and Training, |

| 5 | | for expenses related to administrative and preparedness |
| 6 | | activities in the Chicago Urban Area, including prior years' |
| 7 | | costs. |
| 8 | | Section 175. The sum of $2,000,000, or so much thereof as |
| 9 | | may be necessary, is appropriated from the General Revenue |
| 10 | | Fund to the Illinois Emergency Management Agency and Office of |
| 11 | | Homeland Security for deposit into the IEMA State Projects |
| 12 | | Fund for grants and operational expenses associated with the |
| 13 | | administration of the Illinois' Not-for-Profit Security Grant |
| 14 | | Program, pursuant to subsection (g-5) of Section 5 of the |
| 15 | | Illinois Emergency Management Agency Act. |

| 17 | | Section 5. The sum of $46,376,623 or so much thereof as may |
| 18 | | be necessary and remains unexpended at the close of business |
| 19 | | on June 30, 2026, less $10,000,000 to be lapsed, from a |
| 20 | | reappropriation heretofore made for such purpose in Article |
| 21 | | 123, Section 265 of Public Act 104-0003, as amended, is |
| 22 | | reappropriated from the State Coronavirus Urgent Remediation |
| 23 | | Emergency Fund to the Illinois Emergency Management Agency and |

| 1 | | Office of Homeland Security for any costs eligible for payment |
| 2 | | from Coronavirus State Fiscal Recovery Fund moneys in |
| 3 | | accordance with the American Rescue Plan Act and related |
| 4 | | federal guidance, or from any other federal fund pursuant to |
| 5 | | any other provision of federal law, including but not limited |
| 6 | | to, costs related to the COVID-19 pandemic response, including |
| 7 | | purchases of protective personal equipment, state agency |
| 8 | | health and safety measures, costs associated with care sites, |
| 9 | | and other emergency response costs, including prior years' |
| 10 | | costs, current and prior year operational expenses, awards, |
| 11 | | and grants of the Illinois Emergency Management Agency and |
| 12 | | Office of Homeland Security and other State agencies for the |
| 13 | | support of programs and services that assist people and |
| 14 | | entities impacted by the COVID-19 pandemic and the State's |
| 15 | | emergency response to the pandemic. |
| 16 | | Section 10. The sum of $10,000,000, or so much thereof as |
| 17 | | may be necessary, is appropriated from the State Coronavirus |
| 18 | | Urgent Remediation Emergency Fund to the Illinois Emergency |
| 19 | | Management Agency and Office of Homeland Security for deposit |
| 20 | | into the Disaster Response and Recovery Fund for expenses |
| 21 | | associated with disaster response and recovery, including |
| 22 | | prior years' costs. |
| 23 | | Section 15. No contract shall be entered into or |
| 24 | | obligation incurred or any expenditure made from an |
|

| 1 | | appropriation herein made in Section 10 For Deposit into the |
| 2 | | Disaster Response and Recovery Fund of this Article until |
| 3 | | after the purpose and the amount of such expenditure has been |

| 5 | | Section 999. Effective date. This Act takes effect July 1, |
| 6 | | 2026. |
