| 1 | AN ACT concerning State government. | |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly: | |||||||||||||||||||
| 4 | Section 5. The General Assembly Operations Act is amended | |||||||||||||||||||
| 5 | by adding Section 25 as follows: | |||||||||||||||||||
| 6 | (25 ILCS 10/25 new) | |||||||||||||||||||
| 7 | Sec. 25. Schedule adherence. | |||||||||||||||||||
| 8 | (a) Both chambers shall be called to order at the time | |||||||||||||||||||
| 9 | scheduled by the Senate President and the Speaker of the House | |||||||||||||||||||
| 10 | of Representatives, respectively. The roll call for members | |||||||||||||||||||
| 11 | shall be open for the 30 minutes immediately after the | |||||||||||||||||||
| 12 | invocation and pledge of allegiance are completed. Members may | |||||||||||||||||||
| 13 | offer any matters of personal privilege during this period. | |||||||||||||||||||
| 14 | (b) Except as otherwise provided, all members shall be on | |||||||||||||||||||
| 15 | the floor to record themselves present. No person other than | |||||||||||||||||||
| 16 | the member shall record the member present. The Senate | |||||||||||||||||||
| 17 | President, Speaker of the House of Representatives, Minority | |||||||||||||||||||
| 18 | Leader of the Senate, and Minority Leader of the Senate may be | |||||||||||||||||||
| 19 | recorded present another person. A violation of this | |||||||||||||||||||
| 20 | subsection shall constitute an ethics violation. | |||||||||||||||||||
| 21 | (c) Any member who is not member who is not recorded | |||||||||||||||||||
| 22 | present in the period provided in subsection (b) shall lose | |||||||||||||||||||
| 23 | the per diem provided to the member. A member who knows in | |||||||||||||||||||
| |||||||
| |||||||
| 1 | advance that the member will not be able to record themselves | ||||||
| 2 | in the period provided in subsection (c) may notify in writing | ||||||
| 3 | Clerk of the respective chamber. If the Clerk receives notice | ||||||
| 4 | from a member in accordance with this subsection, the Clerk | ||||||
| 5 | shall approve the absence and provide the member with the per | ||||||
| 6 | diem. The Clerk of the respective chambers shall record the | ||||||
| 7 | notices made under this subsection and make a list of the | ||||||
| 8 | requests available to the public at least once every day the | ||||||
| 9 | General Assembly is in session. | ||||||
| 10 | (d) If a committee is conducting business when the chamber | ||||||
| 11 | is scheduled to be called to order, the staff assigned to the | ||||||
| 12 | committee shall inform the chairperson no less than 15 minutes | ||||||
| 13 | prior to the call to order so that the members can record | ||||||
| 14 | themselves present. The committees shall reconvene when the | ||||||
| 15 | chamber concludes any floor action. | ||||||
