| 1 | AN ACT concerning education. | |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly: | |||||||||||||||||||
| 4 | Section 5. The School Code is amended by adding Section | |||||||||||||||||||
| 5 | 2-3.206 as follows: | |||||||||||||||||||
| 6 | (105 ILCS 5/2-3.206 new) | |||||||||||||||||||
| 7 | Sec. 2-3.206. New Arrival Student Grant Program. | |||||||||||||||||||
| 8 | (a) As used in this Section, "new arrival student" means a | |||||||||||||||||||
| 9 | student who is a newly arriving immigrant student, regardless | |||||||||||||||||||
| 10 | of immigration status. | |||||||||||||||||||
| 11 | (b) Subject to specific State appropriation, the State | |||||||||||||||||||
| 12 | Board of Education shall implement and administer a program to | |||||||||||||||||||
| 13 | make New Arrival Student Grants available to school districts | |||||||||||||||||||
| 14 | to support the needs of new arrival students in the school | |||||||||||||||||||
| 15 | district. | |||||||||||||||||||
| 16 | (c) To receive a grant under this program, a school | |||||||||||||||||||
| 17 | district shall submit an application to the State Board of | |||||||||||||||||||
| 18 | Education at such time, in such manner, and containing or | |||||||||||||||||||
| 19 | accompanied by such information as the State Board of | |||||||||||||||||||
| 20 | Education may reasonably require. A school district organized | |||||||||||||||||||
| 21 | under Article 34 of this Code is not eligible to receive funds | |||||||||||||||||||
| 22 | awarded under this program. | |||||||||||||||||||
| 23 | (d) The State Board of Education, subject to appropriation | |||||||||||||||||||
| |||||||
| |||||||
| 1 | for this program, shall annually disseminate a request for | ||||||
| 2 | applications to the program, and funds shall be distributed | ||||||
| 3 | annually. In awarding funds under this program, the State | ||||||
| 4 | Board of Education may consider (i) the number of new arrival | ||||||
| 5 | students enrolled in preschool, elementary school, and | ||||||
| 6 | secondary school within the school district, (ii) the needs of | ||||||
| 7 | new arrival students in the school district, and (iii) the | ||||||
| 8 | ability of the school district to meet the needs of new arrival | ||||||
| 9 | students. | ||||||
| 10 | Section 99. Effective date. This Act takes effect July 1, | ||||||
| 11 | 2025. | ||||||
