HOUSE JOINT RESOLUTION 29

 
2    WHEREAS, The Professional Review Panel is responsible for
3evaluating and recommending modifications to the
4Evidence-Based Funding Formula to ensure all students have
5access to a quality education, including students who are
6identified as advanced learners; and
 
7    WHEREAS, Each Organizational Unit's Adequacy Target
8currently includes, for purposes of Gifted Investments, $40
9for each Average Student Enrollment ("ASE") student in
10kindergarten through grade 12; and
 
11    WHEREAS, Since the Evidence-Based Funding Formula was
12established, legislative changes have expanded the ways in
13which Illinois students are identified as advanced learners,
14so that "gifted" is only one of the categories of advanced
15learners recognized in the Illinois School Code, which now
16includes children eligible for accelerated placement and other
17advanced academic programs under Section 14A-17 of the School
18Code, such as advanced placement coursework, International
19Baccalaureate coursework, dual credit courses, or any course
20designated as enriched or honors; and
 
21    WHEREAS, Using only "gifted" as an adequacy factor to
22describe advanced learners may be outdated and insufficient to

1provide the educational supports necessary to meet the needs
2of advanced learners in Illinois schools; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that we direct the Professional
6Review Panel and the Illinois State Board of Education to
7conduct the analysis and financial modeling required to
8evaluate the implications of including other categories of
9advanced academic programs in addition to gifted as adequacy
10factors beginning in the 2026-2027 school year; and be it
11further
 
12    RESOLVED, That the Professional Review Panel and the
13Illinois State Board of Education should include their
14findings in a written report to the General Assembly and the
15Governor by December 31, 2026.
