| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Roxie Lee "Rocky" Frederick Jr., who |
| 4 | | passed away on March 31, 2025; and |
| 5 | | WHEREAS, Roxie Frederick, the son of Roxie Lee Frederick |
| 6 | | Sr. and Virginia Irene (Lassiter) Frederick, was born on |
| 7 | | December 28, 1955; he married Joyce Marie Tooley in St. Louis, |
| 8 | | Missouri on January 8, 1973, and they were married for 52 years |
| 9 | | at the time of his passing; he obtained a diploma in welding; |
| 10 | | and |
| 11 | | WHEREAS, Roxie Frederick worked as a laborer at Illinois |
| 12 | | Coal Mines for five years; he then worked as a mail messenger |
| 13 | | and logistics manager for the Illinois Department of Commerce |
| 14 | | and Economic Opportunity for 20 years; for 17 years, he drove a |
| 15 | | weekday commuter bus to Springfield for State employees and on |
| 16 | | weekends for Cavallo Bus Lines; he was beloved by his |
| 17 | | coworkers and the patrons of the bus line; and |
| 18 | | WHEREAS, Roxie Frederick was a skilled photographer and |
| 19 | | earned a number of accolades, including from Lake Land |
| 20 | | College; his striking photograph of the Comet Hale-Bopp was |
| 21 | | featured on the front page of the Litchfield News-Herald, and |
| 22 | | his image of the Illinois State Capitol was selected by |

| 1 | | Governor George Ryan for official State use; he captured |
| 2 | | moments at the opening of the new Busch Stadium and sold those |
| 3 | | cherished memories to fans across Central Illinois; he also |
| 4 | | photographed the pine tree landscape at the old Litchfield |
| 5 | | Lake, and those photos are displayed at the Old Route 66 |
| 6 | | Litchfield Museum; his photography has also been displayed in |
| 7 | | the hallways of Lincoln Land Community College's Litchfield |
| 8 | | location; and |
| 9 | | WHEREAS, Roxie Frederick was a true explorer at heart and |
| 10 | | enjoyed taking road trips with his wife across the country |
| 11 | | from coast to coast; he was a lifelong St. Louis Cardinals fan |
| 12 | | and passed his love of baseball onto his children, and he even |
| 13 | | coached his son's junior high school team; and |
| 14 | | WHEREAS, Roxie Frederick was a devoted husband, father, |
| 15 | | grandfather, great-grandfather, brother, uncle, and friend; |
| 16 | | his legacy is one of love, laughter, work ethic, and deep |
| 17 | | devotion, and his spirit will live on through the countless |
| 18 | | lives he touched; and |
| 19 | | WHEREAS, Roxie Frederick was preceded in death by his |
| 20 | | parents; and |
| 21 | | WHEREAS, Roxie Frederick is survived by his children, |
| 22 | | Shelly (Brian Stewart) Grigoroff, Jeremy (Merisa) Frederick, |

| 1 | | and Jessica (Ryan) Dougherty; ten grandchildren; one |
| 2 | | great-granddaughter; his sisters, Mary Ann Snider and Robin |
| 3 | | (Philip) Frederick; and his brothers, Dale Frederick and |
| 4 | | Charles "Chuck" (Heather) Frederick; therefore, be it |
| 5 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL |
| 6 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 7 | | Roxie Lee "Rocky" Frederick Jr. and extend our sincere |
| 8 | | condolences to his family, friends, and all who knew and loved |
| 9 | | him; and be it further |
| 10 | | RESOLVED, That a suitable copy of this resolution be |
| 11 | | presented to the family of Roxie Frederick as an expression of |
| 12 | | our deepest sympathy. |
