SYNOPSIS AS INTRODUCED:

210 ILCS 60/16 new

Amends the Hospice Program Licensing Act. Requires the Department of Public Health to develop and implement a standardized system for collecting data from hospice providers across the State. Provides that the data shall include demographic information of hospice patients, including age, race, gender, and geographic location; service utilization metrics, such as average length of stay in hospice care and types of services provided; patient and family satisfaction data, collected through voluntary surveys; and workforce data, including the availability and turnover rates of hospice staff. Requires the data to be collected in compliance with applicable federal and State privacy laws. Provides that the Department shall compile an annual report summarizing key findings from the collected data, and requires the report to be submitted to the Governor and General Assembly and made publicly available on the Department's website.

A BILL FOR

AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Hospice Program Licensing Act is amended by adding Section 16 as follows:

(210 ILCS 60/16 new)

Sec. 16. Data collection and reporting.

(a) The Department shall develop and implement a standardized system for collecting data from hospice providers across the State.

(b) The data collected shall include, but not be limited to:

(1) Demographic information of hospice patients, including age, race, gender, and geographic location.

(2) Service utilization metrics, such as average length of stay in hospice care and types of services provided.

(3) Patient and family satisfaction data, collected through voluntary surveys.

(4) Workforce data, including the availability and turnover rates of hospice staff.

(c) Data shall be collected in compliance with all applicable federal and State privacy laws, including the Health Insurance Portability and Accountability Act (HIPAA), to protect patient and provider confidentiality.

(d) The Department shall compile an annual report summarizing key findings from the collected data. The report shall include:

(1) trends in hospice service utilization and quality;

(2) geographic and demographic disparities in access to care; and

(3) recommendations for addressing identified gaps or challenges.

(e) The annual report shall be submitted to the Governor and the General Assembly and made publicly available on the Department's website.
