SYNOPSIS AS INTRODUCED:

ILCON Art. V, Sec. 2

Proposes to amend the Executive Article of the Illinois Constitution. Prohibits a person from serving more than two terms as Governor. Effective upon being declared adopted. Applies to the gubernatorial election in 2030 and thereafter.

HOUSE JOINT RESOLUTION

CONSTITUTIONAL AMENDMENT

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend the Illinois Constitution by changing Section 2 of Article 5 as follows:

ARTICLE V

THE EXECUTIVE

(ILCON Art. V, Sec. 2) SECTION 2. TERMS

(a) These elected officers of the Executive Branch shall hold office for four years beginning on the second Monday of January after their election and, except in the case of the Lieutenant Governor, until their successors are qualified. They shall be elected at the general election in 1978 and every four years thereafter.

(b) A person may not serve more than two terms of office as Governor. A person who has served two terms as Governor may not serve another term of office in that office.

A person is considered to serve a term of office for the purpose of this subsection if the person is elected or appointed to serve any portion of the term.

SCHEDULE

This Constitutional Amendment takes effect upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act and applies to the gubernatorial election in 2030 and thereafter.
