| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 3 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | the Rules of the House of Representatives of the 104th General | ||||||
| 5 | Assembly are amended by changing Rule 59 as follows: | ||||||
| 6 | (House Rule 59) | ||||||
| 7 | 59. Previous Question. | ||||||
| 8 | (a) A motion for the previous question may be made at any | ||||||
| 9 | time, except that a member may not move the previous question | ||||||
| 10 | while participating in debate pursuant to Rule 52. A motion | ||||||
| 11 | for the previous question is not debatable and requires the | ||||||
| 12 | affirmative vote of 71 60 members elected. | ||||||
| 13 | (b) The previous question shall be stated in the following | ||||||
| 14 | form: "Shall the main question be put?" Until the previous | ||||||
| 15 | question is decided, all amendments and debate are precluded. | ||||||
| 16 | When it is decided that the main question shall not be put, the | ||||||
| 17 | main question remains under debate. | ||||||
| 18 | (c) The effect of the main question being ordered is to put | ||||||
| 19 | an end to all debate and bring the House to a direct vote on | ||||||
| 20 | the immediately pending motion. After a motion for the | ||||||
| 21 | previous question has been approved, it is not in order to move | ||||||
| 22 | for adjournment or to make any other motion before a decision | ||||||
| 23 | on the main question. | ||||||

| 1 | (d) This Rule may be suspended only by the affirmative | ||||||
| 2 | vote of 71 members elected. | ||||||
