HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to those individuals who have
4given their lives in service to their community; and
 
5    WHEREAS, Illinois State Police Trooper Clay Carns died in
6the line of duty on December 23, 2024; and
 
7    WHEREAS, Trooper Carns was removing debris from the
8southbound highway north of Blodgett Road when a driver did
9not stop and struck him; he was transported to St. Joseph
10Hospital, where he succumbed to his injuries an hour later;
11and
 
12    WHEREAS, Trooper Carns was part of Illinois State Police
13Cadet Class 123 and joined the ISP on November 10, 2013; and
 
14    WHEREAS, Trooper Carns was assigned badge number 6512 and
15served for 11 years; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18SENATE CONCURRING HEREIN, that we designate I-55 Mile Marker
19243 to 244, Southbound and Northbound, as the "ISP Trooper
20Clay M. Carns Memorial Highway"; and be it further

1    RESOLVED, That the Illinois Department of Transportation
2is requested to erect at suitable locations, consistent with
3State and federal regulations, appropriate plaques or signs
4giving notice of the name "ISP Trooper Clay M. Carns Memorial
5Highway"; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7presented to the family of Trooper Carns and the Secretary of
8the Illinois Department of Transportation.
