| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The ongoing teacher shortage and declining | ||||||
| 3 | student performance in Illinois could be mitigated by | ||||||
| 4 | increasing preparation time for educators; and | ||||||
| 5 | WHEREAS, Adequate preparation time allows teachers to | ||||||
| 6 | enhance their effectiveness in the classroom, which | ||||||
| 7 | contributes to improved student performance and academic | ||||||
| 8 | success; currently, on average, teachers receive approximately | ||||||
| 9 | half an hour of prep time within their contract hours; and | ||||||
| 10 | WHEREAS, Teachers consistently report that increased | ||||||
| 11 | planning and collaboration time is a key factor in improving | ||||||
| 12 | both retention and job satisfaction as well as effective | ||||||
| 13 | instruction; research suggests that the ideal | ||||||
| 14 | preparation-to-teaching time ratio should be 1:1 to 2:1, | ||||||
| 15 | meaning that for each hour of classroom instruction, a teacher | ||||||
| 16 | should have one to two hours for preparation; and | ||||||
| 17 | WHEREAS, With an ongoing shortage of substitute teachers, | ||||||
| 18 | educators across the state are often asked and even coerced to | ||||||
| 19 | forgo their own planning time in order to cover the education | ||||||
| 20 | of students of other teachers, often with short notice, | ||||||
| 21 | forcing them to spend uncompensated hours to prepare for their | ||||||
| 22 | own student's instruction, adding to burn out and increasing | ||||||

| 1 | the rate of individuals leaving the profession; and | ||||||
| 2 | WHEREAS, If teachers had adequate paid preparation time | ||||||
| 3 | within the contracted school day, Illinois would benefit with | ||||||
| 4 | improved student outcomes and the mitigation of a cause of | ||||||
| 5 | early departure of teachers from classrooms; therefore, be it | ||||||
| 6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 7 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 8 | meaningful reform of education in Illinois requires structural | ||||||
| 9 | changes at all levels, including increases to paid teacher | ||||||
| 10 | preparation and collaboration time, staffing models, and | ||||||
| 11 | systems for recognition and incentives for educators; and be | ||||||
| 12 | it further | ||||||
| 13 | RESOLVED, That we urge school districts across the state | ||||||
| 14 | to provide adequate paid planning time for teachers; and be it | ||||||
| 15 | further | ||||||
| 16 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 17 | presented to the appropriate education stakeholders as an | ||||||
| 18 | expression of our support for meaningful educational reforms. | ||||||
