| 1 | AN ACT concerning State government. | |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly: | |||||||||||||||||||
| 4 | Section 5. The Energy Efficient Building Act is amended by | |||||||||||||||||||
| 5 | changing Section 15 as follows: | |||||||||||||||||||
| 6 | (20 ILCS 3125/15) | |||||||||||||||||||
| 7 | Sec. 15. Energy Efficient Building Code. | |||||||||||||||||||
| 8 | (a) The Board, in consultation with the Agency, shall | |||||||||||||||||||
| 9 | adopt the Code as minimum requirements for commercial | |||||||||||||||||||
| 10 | buildings, applying to the construction of, renovations to, | |||||||||||||||||||
| 11 | and additions to all commercial buildings in the State. The | |||||||||||||||||||
| 12 | Board, in consultation with the Agency, shall also adopt the | |||||||||||||||||||
| 13 | Code as the minimum and maximum requirements for residential | |||||||||||||||||||
| 14 | buildings, applying to the construction of, renovations to, | |||||||||||||||||||
| 15 | and additions to all residential buildings in the State, | |||||||||||||||||||
| 16 | except as provided for in Section 45 of this Act. The Board may | |||||||||||||||||||
| 17 | appropriately adapt the International Energy Conservation Code | |||||||||||||||||||
| 18 | to apply to the particular economy, population distribution, | |||||||||||||||||||
| 19 | geography, and climate of the State and construction therein, | |||||||||||||||||||
| 20 | consistent with the public policy objectives of this Act. | |||||||||||||||||||
| 21 | (b) The Board shall adopt the following provisions into | |||||||||||||||||||
| 22 | the Illinois Energy Conservation Code: insulation in unvented | |||||||||||||||||||
| 23 | attics and unvented enclosed rafter assemblies and insulated | |||||||||||||||||||
| |||||||
| |||||||
| 1 | and air sealed with air impermeable R-30 insulation, with a | ||||||
| 2 | maximum U-Factor of 0.038, are deemed to meet the requirements | ||||||
| 3 | of Section R402 of the Illinois Energy Conservation Code with | ||||||
| 4 | all of the following requirements: | ||||||
| 5 | (1) The house shall attain a blower door test result | ||||||
| 6 | less than 2.5 air changes per hour at 50 pascals. | ||||||
| 7 | (2) The house shall require a positive, balanced, or | ||||||
| 8 | hybrid whole house mechanical ventilation system that does | ||||||
| 9 | not rely solely on a negative pressure strategy. | ||||||
| 10 | (3) Where insulation is installed below the roof deck | ||||||
| 11 | and the exposed portion of roof rafters are not already | ||||||
| 12 | covered by the R-30 depth of the air-impermeable | ||||||
| 13 | insulation, the exposed portion of the roof rafters shall | ||||||
| 14 | be insulated by minimum R-3 unless directly covered by | ||||||
| 15 | drywall or finished ceiling. Roof rafters are not required | ||||||
| 16 | to be covered by minimum R-3 if a continuous insulation is | ||||||
| 17 | installed above the roof deck. | ||||||
| 18 | (4) Indoor heating, cooling, and ventilation | ||||||
| 19 | equipment, including ductwork, shall be inside the | ||||||
| 20 | building thermal envelope. | ||||||
