7 [January 12, 2000] HOUSE RESOLUTION 507 Offered by Representative Beaubien: WHEREAS, It has come to our attention that Michael Acerra of Barrington Hills, Illinois, is celebrating the eightieth anniversary of his birth at a party for family and friends on December 11, 1999; and WHEREAS, Michael Acerra was born on December 24, 1919, in Kenosha, Wisconsin, to James and Maria Acerra, immigrants from Italy; and WHEREAS, He attended school in Forest Park, Illinois, but left school to serve in the United States Army and was decorated for his service in World War II in the Pacific front; he was wounded in battle and returned on the Good Ship Hope; and WHEREAS, He married Lynn Rhymer on August 29, 1964 in Hillside, Illinois, at his home; and WHEREAS, Mr. Acerra is the proud father of four children, the late Patricia Keane, Michael Acerra, Michelle Coleman, and Marc Acerra; he is the grandfather of six grandchildren, Christy Keane, Patrick Keane, Tyler Abbott, Eric Abbott, Victoria Coleman, and Luke Acerra; and WHEREAS, Mr. Acerra is the devoted brother of Mary, Jean, Fran, and Venita; and WHEREAS, Mr. Acerra is a devoted husband, father, grandfather, and brother; he is a favorite and loyal friend to many; he is an avid sports fan who attended virtually all of his children's football, baseball, hockey, figure skating, and other events; and he is a life-long fan of Frank Sinatra; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Mr. Michael Acerra on the occasion of his eightieth birthday and extend to him our sincere best wishes for the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to Michael Acerra. HOUSE RESOLUTION 509 Offered by Representative Dart: WHEREAS, Timothy Terrence Wojtecki was the beloved son of Ronald and Susan and the brother of Mary Ellen; and WHEREAS, Timothy Terrence Wojtecki was born in Chicago 23 years ago and throughout his life was loved by all of his family and friends for his kindness and generosity; and WHEREAS, Timothy Terrence Wojtecki graduated from St. Rita High School in 1994, and during his junior year Timothy received the 1993 Wayne Thomas Award as St. Rita's outstanding all-around student; and WHEREAS, Timothy Terrence Wojtecki went on to attend St. Xavier University, where he continued to display his exceptional talent as a football player; and WHEREAS, Timothy Terrence Wojtecki had just begun to pursue his dream to be a law enforcement officer by becoming a Cook County Sheriff's Correctional Officer; and WHEREAS, Timothy Terrence Wojtecki demonstrated his commitment to helping children and youth through his philanthropic work for a local charity providing after school programs for boys and girls; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we extend our sincerest sympathies to the family and friends of Timothy Terrence Wojtecki; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Timothy Terrence Wojtecki. HOUSE RESOLUTION 511 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives wish to extend their sincere sympathies to the family and friends of Bertha See Roth, who recently passed away; and WHEREAS, Bertha See Roth was born in Salem, Illinois, on February 1, 1913; her parents were Pearl Marshall and Laura (Smith) Rose; on February 1, 1933 she married Virgil D. See, and he preceded her in death in 1986; on April 3, 1987 she married Cyril Roth and he survives her; and WHEREAS, Bertha See Roth was a retired teacher; she was a charter member of the ADK teacher sorority and the Retired Teachers Association; she was a member of Grace United Methodist Church; and she was a member of the Salem Hospital Auxiliary, the American Red Cross, and the Salem Senior Citizens; and WHEREAS, Bertha See Roth is survived by her husband, Cyril Roth; her son, Bill See and his wife, Michal; her brothers, Herschel Rose, Ralph Rose, and Clyde Rose; her sisters, Hazel Kell and Gladys Hiestand; and her grandchildren, Lindsay Dean and Chesley Mark See; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all that knew and loved her, the death of Bertha See Roth of Salem, Illinois; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Bertha See Roth. HOUSE RESOLUTION 512 Offered by Representative Monique Davis: WHEREAS, It has come to our attention that Le'Phaye Gray Washington is celebrating the fiftieth anniversary of her birth; and WHEREAS, She was educated at Hyde Park High School, and received her Master's Degree at Chicago State University; and WHEREAS, She was an elementary educator for the Chicago Board of Education and is currently a Communications and Marketing Specialist for Prentice Hall Publishers; and WHEREAS, A member of Alpha Kappa Alpha Sorority, she is an

HOUSE RESOLUTION 514 Offered by Representative Morrow: WHEREAS, It is with pleasure that we honor organizations in the State of Illinois that have contributed so much to their communities; and WHEREAS, The South Oakwood-Brookhaven Neighborhood Organization is a not-for-profit organization registered with the State of Illinois; its purpose if to improve the quality of life for members of the community, spreading information about the resources and opportunities available to residents and businesses and providing assistance in using resources effectively; and WHEREAS, The South Oakwood-Brookhaven Neighborhood Organization is the parent organization of the 73rd and Dobson Housing Corporation, which sponsors the Leigh-Johnson Court Development, a mixed income housing development located at 73rd Street between Dobson and Greenwood Avenues; and WHEREAS, The idea for the Housing Corporation was initiated under the leadership of Mr. Edison Hoard, the first director of the Organization, under a grant from the Field Foundation; and WHEREAS, In June of 1999, the 40th anniversary of the South Oakwood-Brookhaven Neighborhood Organization was celebrated; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the South Oakwood-Brookhaven Neighborhood Organization on its 40th anniversary and thank the members for all that has been accomplished; we extend our best wishes for the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to the President of the Organization. HOUSE RESOLUTION 515 Offered by Representative Tim Johnson: WHEREAS, It is with great pleasure that the members of this Body welcome the opportunity to recognize citizens of this State who make outstanding contributions to society; and WHEREAS, It has come to our attention that John Albin of Newman has announced his retirement from the Parkland Community College Board in Champaign, after thirty-one years of service; he served the entire decade of the nineties as Chairman; and WHEREAS, Having earned a bachelor's degree from the University of Illinois, he values education; he is a banker and a farmer; and WHEREAS, His strong support of the faculty and staff have made him a respected community leader; he has allowed faculty to teach and serve the students rather than getting sidetracked by other issues; and WHEREAS, He has always been a good team player and made the team approach work well; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate John

HOUSE RESOLUTION 516 Offered by Representative Tim Johnson: WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Stan Wallace of Champaign, Illinois, who recently passed away; and WHEREAS, Stan Wallace was a native of Hillsboro, Illinois; in 1950 he came to the University of Illinois, where he went on to appear on two Big Ten championship football teams; and WHEREAS, Stan Wallace will be remembered for his interception of a pass during the University of Illinois' Rose Bowl game in 1952; Mr. Wallace returned the pass 56 yards and set up the school's go-ahead touchdown; the University went on to win 40-7; and WHEREAS, Stan Wallace went on to become the Chicago Bears first draft pick; he played with the team from 1954 to 1958; from 1959 to 1961 he played for the Toronto Argonauts in the Canadian Football League and was twice named the All-CFL player; and WHEREAS, In 1958 Stan Wallace returned to the University of Illinois and opened Stan's Gridiron, a campus bar that he operated until he opened Stan's Sportsworld in 1974; and WHEREAS, Stan Wallace was president of the Varsity "I" Association in 1978 and was a radio commentator for the Illini Sports Network for many years, broadcasting University football games; Mr. Wallace was the co-chairman of a planned reunion for the 1952 Rose Bowl players, scheduled for January 1, 2002; and WHEREAS, Stan Wallace is survived by his wife, Mildred "Midge"; his son, Cameron "Cam"; his daughter, Shauna Lierman; and his four grandsons; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all that knew him, the death of Illini great Stan Wallace; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Stan Wallace. HOUSE RESOLUTION 517 Offered by Representative Tim Johnson: WHEREAS, The institution of marriage is one of the cornerstones upon which our society is built, and a marriage that has achieved a notable longevity is truly a model for the people of the State of Illinois; and WHEREAS, It has come to our attention that Mr. and Mrs. Gene S. Owens of LeRoy, Illinois, will celebrate the fiftieth anniversary of their marriage; and WHEREAS, Gene S. Owens and the former Jane E. Roy were united in holy matrimony on December 16, 1949, at the parsonage of Prairie Chapel in Farmer City, Illinois; and WHEREAS, They are the loving parents of David Owens, Debbie Keele, and Mark Owens; and WHEREAS, The respect for marriage reaches one of its highest plateaus when a couple such as Gene and Jane celebrate their golden wedding anniversary; and WHEREAS, Gene and Jane stand as examples of the best of our society, and their love and devotion to each other and to their family and friends serve as a reminder to all that hard work, dedication, and love can make a difference in today's world; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Gene and Jane Owens on the occasion of their fiftieth wedding anniversary;

HOUSE RESOLUTION 518 Offered by Representative Giglio: WHEREAS, It is with great pleasure that the members of this Body welcome the opportunity to recognize citizens of this State who have made outstanding contributions to their country and this State; and WHEREAS, It has come to our attention that PNCM (SW) Frank L. Johnson, Jr., U.S.N., will retire on February 29, 2000, after twenty-six years of active duty; he will be transferred to the Fleet Reserves; and WHEREAS, He is a native of Chicago; he reported to Personnel Support Activity Detachment, Recruit Training Command in Great Lakes, Illinois, in December, 1994; and WHEREAS, He is a resident of South Holland and will continue to live in South Holland following his retirement; and WHEREAS, His last workday will be January 13, 2000, at which time a retirement ceremony will be held in his honor; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Master Chief Frank L. HOUSE RESOLUTION 519 Offered by Representative Howard: WHEREAS, The members of the Illinois House of Representatives wish to extend their sincere sympathies to the family and friends of Sandra Howe Royster, who recently passed away; and WHEREAS, Sandra Howe Royster was born on the South Side of Chicago; she graduated from Hyde Park High School and was educated at eight colleges, including the University of Illinois, Vanderbilt University, the Chicago Music College, and Fisk University; and WHEREAS, Sandra Howe Royster was the driving force behind DanceAfrica Chicago; she was director of programs for the Department of Cultural Affairs in Chicago; she taught live performance classes; and she was an accomplished storyteller and poet who contributed her work to three poetry anthologies between 1972 and 1977; and WHEREAS, Sandra Howe Royster was a chief elder of the Council of Elders of DanceAfrica Chicago; she was a member of the National Board of Directors of the Center for Black Music Research; Ms. Royster was also a volunteer who worked with people living with AIDS and was on the board of directors for Bonaventure, a residence for individuals with AIDS; and WHEREAS, Sandra Howe Royster was a member of the Advisory Board for The House of Blues Foundation, she was a literary advisor for Gallery 37, and she was a former board member of the Association of Performing Arts Presenters; and WHEREAS, Sandra Howe Royster is survived by her parents, James and Gwendolyn Harvey; her brothers, Jonathan McClure, John McClure, Jr., Gordon McClure, Walter Lewis, Kevin Lewis, and Christopher Harvey; her sisters, Toya Harvey and Beth Womack; her daughters, Rebecca Royster-Pates and Francesca Royster; and her two grandchildren; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew and were touched by this remarkable woman, the death of Sandra Howe Royster; and be it further RESOLVED, That a suitable copy of this resolution be presented to

HOUSE RESOLUTION 520 Offered by Representative O'Brien: WHEREAS, It is with great pleasure that the members of this Body welcome the opportunity to recognize citizens of this State who make outstanding contributions to society; and WHEREAS, It has come to our attention that Dr. Lawrence Jacobsen has announced his retirement as Superintendent of the Herscher School District after fourteen years of service; and WHEREAS, A native of Ashkum, Lawrence Jacobsen graduated from Central High School in 1963 and earned his doctorate in education from Illinois State University; and WHEREAS, Prior to serving at Herscher, Dr. Jacobsen served two years as superintendent of schools at Macon; from 1974 to 1984, he also served as superintendent at Sparland; in addition, he served as a high school principal for three years at Mount Carroll and taught for four years in Georgetown; and WHEREAS, Dr. Jacobsen and his wife, Nancy, are the loving parents to a daughter, Kim Butler, and a son, Brian; and WHEREAS, Dr. Jacobsen plans to stay around Herscher for another year until his wife retires from her teaching job at Kankakee Community College; then, the couple plans to travel and enjoy their retirement years; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dr. Lawrence Jacobsen on his retirement from the Herscher School District and wish him health and happiness in the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to Dr. Lawrence Jacobsen as an expression of our admiration and esteem. HOUSE RESOLUTION 521 Offered by Representative Dart: WHEREAS, Raymond R. Coffey is a native of Racine, Wisconsin, and graduated from Marquette University in 1951; and WHEREAS, Raymond R. Coffey served as Springfield bureau chief for United Press International before joining the Chicago Daily News in 1961; and WHEREAS, Raymond R. Coffey worked at the Chicago Daily News as a reporter, national correspondent, assistant managing editor, and Washington, D.C. bureau chief, and spent more than ten years abroad in Europe and Asia as a Daily News foreign correspondent; and WHEREAS, While at the Chicago Daily News, Raymond R. Coffey won two National Headliner Awards for his coverage of the Vietnam War and the civil war in Biafra; he was also honored for his foreign reporting with an Overseas Press Club Award; and WHEREAS, When the Chicago Daily News ceased publication in 1978, Raymond R. Coffey joined the Chicago Tribune as a member of its Washington, D.C. bureau and became the bureau chief in 1980; returning to Chicago in 1986, where he served at the Tribune as associate editor, columnist, and a member of the editorial board; and WHEREAS, Raymond R. Coffey came to the Chicago Sun-Times in 1987 as managing editor; he is a columnist and a member of the editorial board; and WHEREAS, In 1991 Raymond R. Coffey was among veteran journalists inducted into the Chicago Journalism Hall of Fame; this honor was given by the Chicago Headline Club, the local chapter of the Society of Professional Journalists; and WHEREAS, On January 31, 1993, Raymond R. Coffey became the Page 3 columnist for the Chicago Sun-Times, offering commentary four days a week from an unmistakably Chicago point of view; and WHEREAS, Raymond R. Coffey was voted Irishman of the Year by the Emerald Society of the Illinois Irish American Police Association because of his belief in the rights of the common man and his ability

HOUSE RESOLUTION 523 Offered by Representative Daniels: WHEREAS, Joe Newton, one of the most successful cross country and track coaches in history has completed his 44th year at York High School; and WHEREAS, On November 6, 1999, he led the Dukes to an unprecedented 20th State Championship Title; and WHEREAS, Joe Newton, who became the first high school coach to be selected as a U.S. Olympic Coach and member of the U.S. Track Coaches Association Hall of Fame, has inspired thousands of young athletes to excel both on and off the field; and WHEREAS, Joe Newton has coached the cross country Dukes to 19 national championships, and his teams have lost only three home cross country meets in 35 years; and WHEREAS, More than 100 of Joe Newton's student athletes have earned college scholarships worth more than $1 million; and

HOUSE RESOLUTION 533 Offered by Representative Erwin: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestones in the lives of citizens of the State of Illinois; and WHEREAS, Father Sebastian Charles Lewis, O.S.B, is celebrating his fortieth year of service to St. Joseph's Parish in Chicago; he was ordained on May 13, 1951; on January 1, 1960 he was assigned to the parish as associate pastor; on June 8, 1969 he was made the pastor of the parish; and WHEREAS, Father Sebastian Charles Lewis works not only for the parish, but for the community around the parish, and the Archdiocese of Chicago; he is known for evangelism, liturgy, education, and ecumenism among the people; he works to help people enter or return to the Catholic Church; and WHEREAS, Through the efforts of Father Sebastian Charles Lewis, St. Joseph's was invited to join with other area churches in the Chicago Orleans Housing Corporation, creating and overseeing Atrium Village; in 1985 and 1986 he served as vice-chairman of Clergy United for Community Care, a group dedicated to bringing peace to the people of the Cabrini Green Housing Development; he worked with Holy Family Lutheran Church to bring the two denominations together into communion with each other; and WHEREAS, Father Sebastian Charles Lewis works with fund-raising for St. Joseph's; he manages the scholarship and tuition grant programs for St. Joseph's school; and he was responsible for the drive to renovate the interior of the church; and WHEREAS, In the 1960's Father Sebastian Charles Lewis worked with the Joint Youth Development Committees; he has been a constant member of the Neighborhood Institutional Advisory Council; he is an active participant in community activities and works to promote his neighborhood; and WHEREAS, Father Sebastian Charles Lewis has served on the Archdiocese Board of Office and Urban Affairs, the Priests Senate, and the Archdiocesan Pastoral Council; and WHEREAS, Father Sebastian Charles Lewis has worked with the St. Joseph's Outreach Program since 1987; he recently has worked on the funding of the program; the program is designed to help the parish become diverse racially, economically, and socially; and WHEREAS, Father Sebastian Charles Lewis is the vice-chair of the Near North Ministry Alliance; the Alliance is made up of ten local churches serving as a support group of pastors and working in the areas of public education, human resources, and housing; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Father Sebastian Charles Lewis on the occasion of his fortieth anniversary at St. Joseph's Parish in Chicago; and be it further RESOLVED, That a suitable copy of this resolution be presented to Father Sebastian Charles Lewis. HOUSE RESOLUTION 508 Offered by Representative Meyer: WHEREAS, In 1982, Judge Harold Greene entered the Consent Decree which led to the breakup of the former monopoly Bell Telephone System; and
17 [January 12, 2000] WHEREAS, Since the breakup of the Bell Telephone System, the development of advanced technologies and Internet applications have brought great benefit to Illinois consumers; and WHEREAS, The telecommunications industry is undergoing further transformation which has resulted in a flurry of mega-mergers and consolidations among companies providing both traditional and non-traditional telecommunications and Internet-related services; and WHEREAS, The Illinois Commerce Commission has regulatory authority to review and approve only certain mergers and consolidations among telecommunications providers; and WHEREAS, The Illinois Commerce Commission does not have authority to review mergers and consolidations between long distance companies and cable television companies which also provide telecommunications or Internet-related services to Illinois citizens; and WHEREAS, The consolidation and reorganization of long distance and cable television companies has not always been in the best interest of Illinois citizens and, instead, has resulted in the intentional unauthorized switching of customers' long distance providers, confusing pricing plans and, in many cases, charges for monthly service whether or not long-distance calls are placed; and WHEREAS, It is in the best interests of Illinois citizens that the State recognize that new technologies, new competitive entrants, and ongoing consolidation within the telecommunications industry require equal application of all regulations on all services providers; and WHEREAS, If the Illinois Commerce Commission continues to retain regulatory authority to review telecommunications mergers in the future, that authority should extend to the review and approval of any and all mergers and consolidations of all telecommunications and Internet-related providers, including long distance, cable television, and Internet-related companies which have taken place since January 1, 1998 or which hereafter take place; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the House Public Utilities Committee, or any other committee given authority to work on the upcoming rewrite of the Telecommunications Article of the Public Utilities Act, closely examine issues concerning the Illinois Commerce Commission's authority to review and approve telecommunications mergers and consolidations; and that such committee make recommendations that if such authority is continued in the future, that it be applied uniformly to all telecommunications and Internet-related companies; and be it further RESOLVED, That such committee shall report its findings and recommendations to the House prior to the sunset of the Telecommunications Article of the Public Utilities Act. HOUSE RESOLUTION 513 Offered by Representative Saviano: WHEREAS, Federal regulations require every non-subscription user of the PACE paratransit service for persons with disabilities to call in at 5:30 a.m. the day before the transportation is needed, even though the person has the same time and destination schedule every day; and WHEREAS, It takes approximately 3 to 4 years to become a subscription rider, based on the long waiting list for that status; and WHEREAS, Only 45% of the riders on any PACE route are allowed to be subscription riders, allowing space for persons requesting the service for a particular day; and WHEREAS, Allowing persons who take the same route at the same time every day to become subscription riders as soon as they are accepted for PACE services would free PACE employees from answering calls from the same persons every day and would free persons with disabilities and the persons who assist them from making those daily calls; and WHEREAS, The PACE service is regulated by the Americans with Disabilities Act; therefore be it RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the U.S.
[January 12, 2000] 18 Congress to require the PACE service to alter its current policy to better accommodate the needs of persons with disabilities who have the same time and destination schedules every day, by allowing those persons to become subscription riders as soon as they have been accepted for the service, and by increasing the percentage of subscription riders allowed on each route; and be it further RESOLVED, That suitable copies of this resolution be delivered to the President pro tempore of the U.S. Senate, the Speaker of the U.S. House of Representatives, and each member of the Illinois congressional delegation.
