Ruth received a BA in Political Science from Northern Illinois University in 1981. There, Ruth served on the Economic Development Council and Technology Action Team. During her tenure as councilwoman, Elgin began the process of revitalizing its Center City, expanded its recreational facilities, lowered crime and gang-related activity, and increased economic development.
