    AN ACT concerning higher education.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  5.   The Public Community College Act is amended
by adding Section 2-16.06 as follows:

    (110 ILCS 805/2-16.06 new)
    Sec. 2-16.06.  ICCB Adult Education Fund.  The ICCB Adult
Education Fund is created as a  special  fund  in  the  State
treasury.   All money in the ICCB Adult Education Fund may be
used, subject  to  appropriation,  by  the  State  Board  for
operational  expenses  associated  with the administration of
adult education and literacy activities and for  the  payment
of  costs  associated  with education and educational-related
services to local eligible providers for adult education  and
literacy  as  provided  by  the  United  States Department of
Education.

    Section 90.  The State Finance Act is amended  by  adding
Section 5.545 as follows:

    (30 ILCS 105/5.545 new)
    Sec. 5.545.  The ICCB Adult Education Fund.

    Section  99.  Effective date.  This Act takes effect upon
becoming law.
