I am approving the remainder of House Bill 871."

    AN ACT regarding appropriations.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

    Section  1.  "AN  ACT  making appropriations," Public Act
90-585, approved June 4, 1998, is amended by changing Section
35 of Article 15 as follows:

    (P.A. 90-585, Art. 15, Sec. 35)
    Sec. 35.  The sum of $50,000, or so much thereof  as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Chicago State University for  a  grant  to  the  Black
Writers Artists Conference.

    Section  2.  "AN  ACT  making appropriations," Public Act
90-585, approved June 4, 1998, is amended by changing Section
85 of Article 37 as follows:

    (P.A. 90-585, Art. 37, Sec. 85)
    Sec. 85.  The sum of $1,200,000, or so  much  thereof  as
may  be  necessary,  is appropriated from the General Revenue
Fund  to  the  Department  of  Human  Services  for  a  grant
associated with the  establishment  of  a  Women's  Treatment
Center   in  the  City  of  Chicago  to  provide  residential
assessment and treatment for substance abuse for pregnant and
postpartum women with children.

    Section 3. "AN ACT  making  appropriations,"  Public  Act
90-585,  approved  June  4,  1998,  is  amended  by  changing
Sections  71, 74, 84, 86, 93, 98, 122A, and 136 of Article 49
as follows:

    (P.A. 90-585, Art. 49, Sec. 71)
    Sec. 71. The sum of $500,000, or so much thereof  as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Illinois Environmental Protection Agency for  a  grant
to  the Village of Gilberts to improve wastewater problems in
Gilberts for sewer system improvements.

    (P.A. 90-585, Art. 49, Sec. 74)
    Sec. 74. The sum of $250,000, or so much thereof  as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Illinois Environmental Protection Agency for  a  grant
to   the   Jasper   Water   Works  Corporation  District  for
infrastructure improvements.

    (P.A. 90-585, Art. 49, Sec. 84)
    Sec. 84.  The sum of $100,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Illinois Environmental Protection Agency for  a  grant
to  the  Village of Armington for infrastructure sewer system
improvements and equipment.

    (P.A. 90-585, Art. 49, Sec. 86)
    Sec. 86.  The sum of $300,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Illinois Environmental Protection Agency for  a  grant
to the City of Ava for water and sewer system improvements.

    Sec.  93.  The sum of $400,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Illinois Environmental Protection Agency for a grant
to the Clay County Water, Inc.  for  the  construction  of  a
water system Rural Water District of Flora.

    Sec.  98.  The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Illinois Environmental Protection Agency for a grant
to the Township Village of Long Creek for a new water main.

    (P.A. 90-585, Art. 49, Sec. 122A)
    Sec. 122A.  The sum of $300,000, or so  much  thereof  as
may  be  necessary,  is  appropriated  to  the  Environmental
Protection  Agency  from the General Revenue Fund for a grant
to  the  City  of  Gillespie  for  all  expenses  related  to
wastewater improvement sewer projects.

    (P.A. 90-585, Art. 49, Sec. 136)
    Sec. 136.  The sum of $75,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Illinois Environmental Protection Agency for  a  grant
to  the  City of Sparta for all expenses related to water and
sewer projects.

    Section 4. "AN ACT  making  appropriations,"  Public  Act
90-585,  approved  June  4,  1998,  is  amended  by  changing
Sections  136,  145, 153, 170, 176, 177 and 202 of Article 51
as follows:

    (P.A. 90-585, Art. 51, Sec. 136)
    Sec. 136.  The sum of $10,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Natural Resources for  a  grant  to  the
Village of St. Joseph to upgrade a computer system for a park
area upgrade.

    (P.A. 90-585, Art. 51, Sec. 145)
    Sec.  145. The sum of $250,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Natural Resources for a grant to the
Village  of  Lemont  for  Logan  Street  Detention  Pond  and
associated   downstream   flood   control   improvements   to
reconstruct a detention pond.

    (P.A. 90-585, Art. 51, Sec. 153)
    Sec. 153.  The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Natural Resources for a grant to the
Frankfort  Franklin  Square  Park  District  for   playground
equipment.

    (P.A. 90-585, Art. 51, Sec. 170)
    Sec. 170.  The sum of $750,000, or so much thereof as may
be  necessary,  is  appropriated from the Capital Development
Fund to the Department of Natural Resources for  a  grant  to
the  Chicago  Park District for all costs associated with the
acquisition, development, renovation, repair or  construction
and equipment for a regional indoor youth athletic facility.

    (P.A. 90-585, Art. 51, Sec. 176)
    Sec.  176.  The sum of $10,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Natural Resources for a grant to the
Village of St. Rose  Township  for  construction  of  bicycle
paths.

    (P.A. 90-585, Art. 51, Sec. 177)
    Sec. 177.  The sum of $375,000, or so much thereof as may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Natural Resources for  a  grant  to  the
City  of Pana for the construction, marketing and maintenance
of a bike trail and  infrastructure  improvements,  including
land acquisition or the purchasing of equipment.
    (P.A. 90-585, Art. 51, Sec. 202)
    Sec.  202.  The sum of $25,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Natural Resources for a grant to the
Memorial  Bellwood  Park  District  for   the   purchase   of
equipment.

    Section  5.  "AN  ACT  making appropriations," Public Act
90-585,  approved  June  4,  1998,  is  amended  by  changing
Sections 93, 137, 178, 179, 195, 196,  198,  201,  221,  223,
255, 273, 278, 295, 388 and 406 of Article 74 as follows:

    (P.A. 90-585, Art. 74, Sec. 93)
    Sec.  93. The  sum of $500,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the Norwood Park Chamber of Commerce for  all  costs
associated   with   the   purchase,  lease,  renovation,  and
rehabilitation of the Norwood Park Train Station.

    (P.A. 90-585, Art. 74, Sec. 137)
    Sec. 137. In addition to any other amounts  appropriated,
the  The  sum  of  $150,000,  or  so  much  thereof as may be
necessary, is appropriated from the General Revenue  Fund  to
the  Department of Commerce and Community Affairs for a grant
to the City of O'Fallon for a new Conference Center planning,
design,    engineering,     construction,     reconstruction,
rehabilitation,  and  all  other  costs  associated  with the
upgrade of the community center.

    (P.A. 90-585, Art. 74, Sec. 178)
    Sec. 178. The sum of $100,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Commerce and  Community  Affairs  for  a
grant  to  the  Champaign  County  Fair  Association  for new
grandstands at the Champaign County Fairgrounds.

    (P.A. 90-585, Art. 74, Sec. 179)
    Sec. 179.  The sum of $50,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Commerce and  Community  Affairs  for  a
grant to the Village of St. Joseph for a park area upgrade to
upgrade a computer system.

    (P.A. 90-585, Art. 74, Sec. 195)
    Sec.  195. The sum of $250,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the City  of  Murphysboro  for  a  youth  recreation
center community pool.

    (P.A. 90-585, Art. 74, Sec. 196)
    Sec.  196. The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the Champaign County Fair Association for exhibition
building improvements at the Champaign County Fairgrounds.

    (P.A. 90-585, Art. 74, Sec. 198)
    Sec. 198.  The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the Village of Chatham for to convert  an  old  fire
station to a teen center.

    (P.A. 90-585, Art. 74, Sec. 201)
    Sec.  201.  The sum of $50,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the Mississippi River Cycling  and  Hiking  Corridor
American Derby Bike Race and Trail Association.

    Sec.  221.  The sum of $17,500, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the City of Georgetown for costs associated  with  a
library  including but not limited to land, construction, and
equipment.

    (P.A. 90-585, Art. 74, Sec. 223)
    Sec. 223. The sum of $200,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Commerce and  Community  Affairs  for  a
grant  to  the Village of Melrose Park for costs, current and
prior, associated with the a new public safety building.

    (P.A. 90-585, Art. 74, Sec. 255)
    Sec. 255.  The sum of $700,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department  of  Commerce and Community Affairs for a
grant to the Village of Dolton for all costs associated  with
the construction of a swimming pool in the Village of Dolton.

    Sec. 273.  The sum of $250,000, or so much thereof as may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Commerce and  Community  Affairs  for  a
grant  to  the Chicago Park District for all costs associated
with  acquisition,   development,   renovation,   repair   or
construction  and  equipment  for  a regional indoor athletic
facility of the Hyde Park Athletic Club.
    (P.A. 90-585, Art. 74, Sec. 278)
    Sec. 278.  The sum of $50,000, or as much thereof as  may
be  necessary,  is appropriated to the Department of Commerce
and Community Affairs from the General  Revenue  Fund  for  a
grant  to the Pilsen Together Chamber of Commerce 18th Street
Chamber of Commerce for economic development programs.

    (P.A. 90-585, Art. 74, Sec. 295)
    Sec. 295.  The sum of $50,000, or as much thereof as  may
be  necessary,  is appropriated to the Department of Commerce
and Community Affairs from the General  Revenue  Fund  for  a
grant  to  the  Mount  Greenwood  Chamber of Commerce City of
Chicago for a median landscaping planter  on  Halsted  Avenue
between 103rd Street and 107th Street.

    (P.A. 90-585, Art. 74, Sec. 388)
    Sec.  388.  The sum of $40,000, or as much thereof as may
be necessary, is appropriated to the Department  of  Commerce
and  Community  Affairs  from  the General Revenue Fund for a
grant to the Village of Tilden for costs associated with  the
demolition  of  a  school  and  construction of a maintenance
building.

    (P.A. 90-585, Art. 74, Sec. 406)
    Sec. 406.  The sum of $250,000, or as much thereof as may
be necessary, is appropriated to the Department  of  Commerce
and  Community  Affairs  from  the General Revenue Fund for a
grant to the Chicago Housing Authority for the Big LaVivienda
Housing Development Corporation.

    Section 6. "AN ACT  making  appropriations,"  Public  Act
90-585, approved June 4, 1998, is amended by changing Section
18 of Article 78 as follows:
    (P.A. 90-585, Art. 78, Sec. 18)
    Sec.  18.  The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to the Historic Preservation Agency for a grant to the Museum
of Broadcast Communication Museum of Contemporary Art.

    Section  7.  "AN  ACT  making appropriations," Public Act
90-585,  approved  June  4,  1998,  is  amended  by  changing
Sections 32, 34, 70, 85, 87, 90,  93,  96,  101  and  115  of
Article 86 as follows:

    (P.A. 90-585, Art. 86, Sec. 32)
    Sec.  32.  The sum of $126,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Illinois Department of Transportation for a grant to
the City of Pinckneyville for all costs associated  with  the
repair,  renovation,  replacement, resurfacing, and extension
of roads Illinois Avenue.

    (P.A. 90-585, Art. 86, Sec. 34)
    Sec. 34.  The sum of $30,000, or so much thereof  as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Illinois Department of Transportation for a  grant  to
the  City  of  Nashville  for  infrastructure improvements on
Mockingbird Road.

    (P.A. 90-585, Art. 86, Sec. 70)
    Sec. 70.  The sum of $175,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Transportation for a grant to  the  City
of  Livingston  for  the  purpose  of  making improvements to
Livingston Avenue and other streets resurfacing Main Street.

    (P.A. 90-585, Art. 86, Sec. 85)
    Sec. 85.  The sum of  $4,800,000,  or  as  much  of  that
amount as may be necessary, is appropriated to the Department
of  Transportation from the Road Fund for the city of Chicago
for all costs associated with the improvement and enhancement
of traffic signals at the following street  intersections  in
the city of Chicago:
1.  South Western Avenue Wood Street at 43rd 35th Street
2.  South California Avenue at 21st Street
3.  Logan Boulevard at Diversey Parkway
4.  North Noble Street at Augusta Boulevard
5.  South State Morgan Street at Pershing Adams Road Street
6.  North Halsted Street at Eric Erie Street
7.  North Central Avenue at Flournoy Street
8.  North Lavergne Street at Washington Boulevard
9.  South Pulaski Street Road at 16th Street
10.  South Keeler Street Avenue at Roosevelt Road
11.  West Congress Parkway at Financial Place
12.  North Sheridan Road at Lawrence Avenue
13.  North  Nagle  Avenue  at  Milwaukee Avenue and Northwest

    Sec. 87.  The sum of $125,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Transportation for a grant to  the  City
of  Chicago  for  all  costs  associated with curb and gutter
improvements on the 3300 block of West Wellington Avenue  and
the  2900  block  of  North  Woodard  Avenue;  and with alley
improvements on the alley bounded  by  Elston  Avenue,  Avers
Avenue,  Belle  Plaine  Avenue  and  Hamlin Avenue; the alley
bounded by Ridgeway Avenue, Bertau Avenue, Cullom Avenue  and
Lawndale  Avenue;  the  alley  bounded by Tripp Avenue, Grace
Street, Byron Street and Keeler Avenue; the alley bounded  by
Tripp  Avenue,  Waveland  Avenue,  Grace  Street  and  Keeler
Avenue; the alley bounded by Roscoe Street, Milwaukee Avenue,
Newport  Avenue, Kedvale Avenue, and Karlov Avenue; the alley
bounded by Eddy Street, Pulaski  Road,  Addison  Street,  and
Karlov  Avenue;  the  alley bounded by Melrose Street, Keeler
Avenue, Kildare Avenue and  Belmont  Avenue;  and  the  alley
bounded  by  Keeler  Avenue, School Street, Karlov Avenue and
Henderson Street for necessary curb replacement  and  roadway
repairs.

    (P.A. 90-585, Art. 86, Sec. 90)
    Sec.  90.  The sum of $250,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department of Transportation for a grant to the City
of Chicago for all costs associated with the  resurfacing  or
repair  of  North  Laramie  Avenue between Belmont Avenue and
Addison Street to resurface or repair  North  Laramie  Avenue
between 3600 and 3900.

    (P.A. 90-585, Art. 86, Sec. 93)
    Sec.  93.  The sum of $100,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Department of Transportation for a grant to the City
of Chicago for all costs  associated  with  curb  and  gutter
improvements on the 3700 block of North Sacramento Avenue and
the  3800  block  of  North Sacramento Avenue; and with alley
improvements on the alley bounded by Montrose Avenue,  Kedzie
Avenue,  Sunnyside  Avenue  and  Troy  Street;  and the alley
bounded by Ashland Avenue, Paulina Street, Wolfram Street and
Diversey Avenue for roadway improvements and curbs.

    (P.A. 90-585, Art. 86, Sec. 96)
    Sec. 96.  The sum of $325,000, or so much thereof as  may
be  necessary,  is appropriated from the General Revenue Fund
to the Department of Transportation for the City  of  Chicago
for  curbs  and  roadway  improvements along on Foster Avenue
(between 3600 West and 4600 West).

    (P.A. 90-585, Art. 86, Sec. 101)
    Sec. 101.  The sum of $5,000,000, or so much  thereof  as
may  be  necessary, is appropriated from the Road Fund to the
Department of Transportation for all  costs  associated  with
preliminary   engineering  of  the  system  of  access  roads
parallel to Interstate I-190 between Bessie Coleman Drive and
the  Tri-State  Tollway  planning,  design,  engineering  and
construction of the system of access roads parallel to  I-190
between Mannheim Road and the Tri-State Tollway.
    (P.A. 90-585, Art. 86, Sec. 115)
    Sec.  115. The  sum of $50,000, or so much thereof as may
be necessary, is appropriated from the General  Revenue  Fund
to  the  Illinois Department of Transportation for a grant to
the Village  of  Rochester  for  all  costs  associated  with
rehabilitation,  repair,  and  replacement  of sidewalks, and
rehabilitation of the bike path.

    Section 8. "AN ACT  making  appropriations,"  Public  Act
90-585,  approved  June  4,  1998,  is  amended  by  changing
Sections 24 and 49 of Article 90 as follows:

    (P.A. 90-585, Art. 90, Sec. 24)
    Sec. 24. The sum of $50,000, or so much thereof as may be
necessary,  is  appropriated from the General Revenue Fund to
the Capital Development Board for a grant to the  Village  of
Tilden   Fire   Protection  District  for  land  acquisition,
planning, design, construction,  reconstruction,  renovation,
rehabilitation,  and all other costs associated with the fire
district building project.

    (P.A. 90-585, Art. 90, Sec. 49)
    Sec. 49.  The sum of $50,000, or so much thereof  as  may
be  necessary,  is  appropriated from the Capital Development
Fund  to  the  Capital  Development  Board  for   all   costs
associated with construction of the Silvis Community Center a
park garage in the City of Silvis.

    Section  99.  Effective date.  This Act takes effect upon
becoming law.
