    AN ACT concerning boards and commissions.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 10. The Southern Illinois University Management
Act is amended by changing Section 4 as follows:
 
    (110 ILCS 520/4)  (from Ch. 144, par. 654)
    Sec. 4. Members of the Board shall serve without
compensation but shall be entitled to reasonable amounts for
expenses necessarily incurred in the performance of their
duties. Such expenses incurred by any non-voting student member
may, at the discretion of the Chairman of the Board, be
provided for by advance payment to such member, who shall
account therefor to the Board immediately after each meeting.
    No member of the Board shall hold or be employed in or
appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor
shall he be an employee of the State or Federal Government.
This section does not prohibit the student members of the Board
from maintaining normal and official status as enrolled
students or normal student employment at Southern Illinois
University.

    Section 15. The Chicago State University Law is amended by
changing Section 5-20 as follows:
 
    (110 ILCS 660/5-20)
    Sec. 5-20. Reimbursement; employment limitations. Members
of the Board shall serve without compensation but shall be
entitled to reasonable amounts for expenses necessarily
incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the
Chairman of the Board, be provided for by advance payment to
the student member, who shall account therefor to the Board
immediately after each meeting.
    No member of the Board shall hold or be employed in or
appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor
shall he be an employee of the State or Federal Government;
provided that nothing in this Section shall be deemed to
prohibit the student member of the Board from maintaining
normal and official status as an enrolled student or normal
student employment at Chicago State University.

    Section 20. The Eastern Illinois University Law is amended
by changing Section 10-20 as follows:
 
    (110 ILCS 665/10-20)
    Sec. 10-20. Reimbursement; employment limitations. Members
of the Board shall serve without compensation but shall be
entitled to reasonable amounts for expenses necessarily
incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the
Chairman of the Board, be provided for by advance payment to
the student member, who shall account therefor to the Board
immediately after each meeting.
    No member of the Board shall hold or be employed in or
appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor
shall he be an employee of the State or Federal Government;
provided that nothing in this Section shall be deemed to
prohibit the student member of the Board from maintaining
normal and official status as an enrolled student or normal
student employment at Eastern Illinois University.

    Section 25. The Governors State University Law is amended
by changing Section 15-20 as follows:
 
    (110 ILCS 670/15-20)
    Sec. 15-20. Reimbursement; employment limitations. Members
of the Board shall serve without compensation but shall be
entitled to reasonable amounts for expenses necessarily
incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the
Chairman of the Board, be provided for by advance payment to
the student member, who shall account therefor to the Board
immediately after each meeting.
    No member of the Board shall hold or be employed in or
appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor
shall he be an employee of the State or Federal Government;
provided that nothing in this Section shall be deemed to
prohibit the student member of the Board from maintaining
normal and official status as an enrolled student or normal
student employment at Governors State University.

    Section 30. The Illinois State University Law is amended by
changing Section 20-20 as follows:

    Sec. 20-20. Reimbursement; employment limitations. Members
of the Board shall serve without compensation but shall be

incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the

    Section 35. The Northeastern Illinois University Law is
amended by changing Section 25-20 as follows:
 
    (110 ILCS 680/25-20)
    Sec. 25-20. Reimbursement; employment limitations. Members
of the Board shall serve without compensation but shall be
entitled to reasonable amounts for expenses necessarily
incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the
Chairman of the Board, be provided for by advance payment to
the student member, who shall account therefor to the Board
immediately after each meeting.
    No member of the Board shall hold or be employed in or
appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor
shall he be an employee of the State or Federal Government;
provided that nothing in this Section shall be deemed to

normal and official status as an enrolled student or normal
student employment at Northeastern Illinois University.

by changing Section 30-20 as follows:

    Sec. 30-20. Reimbursement; employment limitations. Members

incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the
Chairman of the Board, be provided for by advance payment to
the student member, who shall account therefor to the Board
immediately after each meeting.

appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor

    Section 45. The Western Illinois University Law is amended
by changing Section 35-20 as follows:
 
    (110 ILCS 690/35-20)
    Sec. 35-20. Reimbursement; employment limitations. Members
of the Board shall serve without compensation but shall be
entitled to reasonable amounts for expenses necessarily
incurred in the performance of their duties. Such expenses
incurred by the student member may, at the discretion of the
Chairman of the Board, be provided for by advance payment to
the student member, who shall account therefor to the Board
immediately after each meeting.
    No member of the Board shall hold or be employed in or
appointed to any office or place under the authority of the
Board, nor shall any member of the Board be directly or
indirectly interested in any contract made by the Board, nor
shall he be an employee of the State or Federal Government;
provided that nothing in this Section shall be deemed to
prohibit the student member of the Board from maintaining
normal and official status as an enrolled student or normal
student employment at Western Illinois University.
