Provides that a project labor agreement may be entered into for a construction contract subject to the Code. Provides that if a construction contract involves a project labor agreement, then the State agency, local labor organizations, and local contractors' association must enter into the agreement. Provides that all project labor agreements must be approved by the Capitol Development Board, except project labor agreements entered into by the Department of Transportation. Defines "local contractors' association".
