Provides that the board of trustees of a fire protection district may impose reasonable civil penalties on individuals who repeatedly cause false fire alarms. Provides that the trustees have the express power to reasonably require that specific fire protection equipment be installed on commercial property and to create incentive programs to encourage the installation of fire protection equipment on residential property.
