Short description: 
INC TX-CIRCUIT BREAKER CREDIT                                              

Synopsis of Bill as introduced:
        Amends the Illinois Income Tax Act to create an income tax credit      
   in an amount up to $1,000 per taxable  year  for  unreimbursed  health      
   care  costs for individuals 65 years or older or who will become 65 in      
   the calendar year in which the claim is filed and whose annual  income      
   is below the minimum income level specified in the Senior Citizens and      
   Disabled  Persons  Property  Tax  Relief and Pharmaceutical Assistance      
   Act. Provides that if the credit allowed exceeds the tax liability  of      
   the  taxpayer,  the  taxpayer shall receive a refund for the amount of      
   the  excess.   Defines  unreimbursed  health  care  costs   as   those      
   expenditures  not  covered  and  paid  for  by  Medicare, Medicaid, or      
   private insurance. Applicable to tax years ending on or after December      
   31, 2001.  Sunsets the credit after 10 years.  Effective immediately.
