        Creates a bi-partisan Tax Cap Advisory Committee to study the          
   statewide effect of the Property Tax Extension Limitation Law on            
   residential, business, and farmland property taxpayers as well as           
   the effect of tax caps on local governments and school districts            
   and their ability to deliver critically needed services to the              
   citizens they serve. Calls for a report on or before January 1, 2002.
