Provides that the unlawful possession of a firearm by a felon not confined in a penal institution is a Class 2 felony (rather than a Class 3 felony) for which the defendant if sentenced to a term of imprisonment shall be sentenced to not less than 3 years and not more than 14 years (rather than from 2 to 10 years).
