   5 ILCS 140/2              from Ch. 116, par. 202                            
   5 ILCS 140/7              from Ch. 116, par. 207                            

        Amends the Freedom of Information Act.  Redefines "public record"      
   to include the underlying research data of  a  public  body's  factual      
   reports, inspection reports, and studies.  Provides that the exemption      
   from  inspection  and copying for course or research materials used by      
   faculty does not include information  produced  or  prepared  under  a      
   State  contract  and  information  that may be used to support a State      
   policy or regulatory decision.                                              
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          5 ILCS 140/2                                                         
          5 ILCS 140/7                                                         
          Adds reference to:                                                   
          5 ILCS 100/5-40                 from Ch. 127, par. 1005-40           
        Deletes everything.  Amends the Illinois Administrative Procedure      
   Act.  Requires that the first notice in the Illinois  Register  of  an      
   agency's  proposed  rule  must  include  information  identifying  any      
   published  study  or  research  report that was used in developing the      
   rule and where a  copy  of  the  study  or  report  may  be  obtained.      
   Provides  that  the  agency must make the underlying data available to      
   the public, subject to the Freedom of Information Act, if  the  agency      
   or its contractor performed the study or research.                          
          FISCAL NOTE (Economic and Fiscal Commission)                         
          SB 1150 would have no fiscal impact on the State.
