Directs the Illinois Commerce Commission to perform an economic and technical analysis of the electrical generation system and the market for electricity in Illinois. Directs the Board to adopt rules setting a maximum percentage of not less than 5% of the emissions trading budget for new electrical generating units. Provides for allowances for new EGUs. Effective immediately.
