        Amends the Counties Code.  Allows the wages of an employee  of  a      
   county  with  a  population of 3,000,000 or more to be withheld to pay      
   debts owing to a municipality with a  population of 500,000  or  more.      
   Amends  the Cook County Forest Preserve District Act, the Metropolitan      
   Water Reclamation District Act, the Chicago  Park  District  Act,  the      
   Metropolitan  Transit  Authority  Act,  the  School  Code, the Housing      
   Authorities Act, and the Illinois Wage Payment and Collection Act to        
   allow the Cook County Forest Preserve District, the Metropolitan Water      
   Reclamation District, the Chicago Park District, the Chicago Transit        
   Authority, a school board, a housing authority in a municipality with       
   a population of 500,000 or more, and other employers to withhold an         
   employee's wages to pay debts owing to a municipality with a popula-        
   tion of 500,000 or more or to a county with a population of 3,000,000       
   or more. Amends the Illinois Municipal Code. Allows a municipality          
   with a population of 500,000 or more to withhold an employee's wages        
   to pay debts owing to a county with a population of 3,000,000 or more.      
   Effective immediately.                                                      
        SENATE AMENDMENT NO. 2.                                                
        Deletes everything.   Amends  the  Counties  Code,  the  Illinois      
   Municipal  Code,  the  Cook  County  Forest Preserve District Act, the      
   Chicago Park District Act, the Metropolitan Water Reclamation District      
   Act, the Metropolitan Transit Authority  Act,  the  School  Code,  the      
   Housing  Authorities Act, and the Illinois Wage Payment and Collection      
   Act.  Provides that a county with a population of 3,000,000 or more, a      
   municipality with a population of 500,000 or  more,  the  Cook  County      
   Forest  Preserve District, the Chicago Park District, the Metropolitan      
   Water Reclamation District, the Chicago Transit Authority, the Chicago      
   Board of Education, or a housing authority of a  municipality  with  a      
   population  of  500,000  or  more  may deduct debts owed to another of      
   those entities from the wages of its  employees.   Provides  that  the      
   entity  to  which  the debt is owed must certify that (i) the employee      
   has been afforded an opportunity for a hearing  to  dispute  debt  and      
   (ii)  the  employee  has received notice of a wage deduction order and      
   has been afforded an opportunity for a hearing to object to the order.      
   Effective immediately.

          In the opinion of the Department of Commerce and Community           
          Affairs (DCCA) SB 754 engrossed does not create a State man-         
          date under the State Mandates Act.                                   
          HOME RULE NOTE, ENGROSSED (Dept. of Commerce & Community             
          Affairs)                                                             
          The legislation does not contain language indicating a               
          pre-emption of home rule powers and functions.                       
          PENSION NOTE, Ham 1 (Illinois Pension Laws Commission)               
          SB 980, as amended by House Amendment 1, would increase the          
          accrued liabilities of the Metropolitan Water Reclamation            
          District Employees' Pension Fund by an insignificant amount.

        Deletes everything. Amends  the  Metropolitan  Water  Reclamation      
   District  Act.  Provides  that  in  January  2003  the  salary  of the      
   President of the Board of Commissioners  for  the  Metropolitan  Water      
   Reclamation  District  is  increased  to  $63,000  (now, $60,000); the      
   salary of the Vice President is increased to $57,500  (now,  $55,000);      
   the salary of the Chairman is increased to $57,500 (now, $50,000); and      
   the salary of members elected in November 2002 is increased to $52,000      
   (now, $50,000). Effective immediately.
