Creates the National Teaching Academy of Chicago to recruit, prepare, and develop quality teachers in urban school districts. Provides that the Academy shall be under the authority of the Chicago Board of Education and shall be governed by a Board of Directors appointed by the Chicago Board of Education. Exempts the Academy from all State laws and rules governing public schools, with exceptions. Allows the Chicago Board of Education to enter into contracts with a third party to operate the Academy or to perform any duties ordinarily performed by an employee of the school district. Effective immediately.
