        Amends the Illinois  Emergency  Management  Agency  Act  and  the      
   Illinois  Emergency Planning and Community Right to Know Act. Requires      
   that a  local  emergency  planning  committee  serve  as  an  advisory      
   committee  to  any  emergency  services and disaster agency within its      
   planning district.  Requires the Illinois Emergency Management  Agency      
   to  adopt  rules  for,  and  review and approve, political subdivision      
   emergency management exercises.  Permits the Agency, with the  consent      
   of  the  affected  counties,  to  authorize  consolidation of multiple      
   counties' emergency services and  disaster  agencies.   Provides  that      
   volunteers,   rather  than  emergency  services  and  disaster  agency      
   personnel, participating in  a  disaster,  an  exercise,  or  training      
   related  to  a  political  subdivision's emergency operations plan are      
   considered  State  employees  for  the  purposes   of   the   Workers'      
   Compensation  Act  and  the  Workers'  Occupational Diseases Act under      
   certain conditions.  Redefines certain terms; makes other changes.          
        SENATE AMENDMENT NO. 1.                                                
        Includes acts of  domestic  terrorism  within  the  causes  of  a      
   disaster.  Requires  the  Agency  to  cooperate with the Department of      
   Nuclear Safety in the development of certain preparedness and response      
   plans relating to nuclear  safety  and  nuclear  accidents.   Includes      
   volunteers  participating  in  Agency-approved  search-and-rescue team      
   responses beyond local capabilities within the  provisions  concerning      
   the   volunteers'   status  as  State  employees  under  the  Workers'      
   Compensation Act and the Workers' Occupational Diseases Act.                
        SENATE AMENDMENT NO. 2.                                                
        In the event of a  disaster,  authorizes  the  Governor  to  take      
   possession  of  animals,  livestock, feed, and seed rather than cattle      
   and poultry.
