   625 ILCS 5/3-821          from Ch. 95 1/2, par. 3-821                       

        Amends the Illinois Vehicle Code.  Provides that $13 is  the  fee      
   for  a  certificate  of  title for any vehicle accepted by a dealer in      
   trade or purchased at an auction for resale if the vehicle is  valued       
   at less than $7,500.
