HAMOS-RUTHERFORD-COULSON AND KURTZ.

        Urges Attorney General Jim Ryan to file an  emergency  motion  or      
   petition  before  the Illinois Supreme Court to expedite consideration      
   of the pending petition for leave to appeal in Arangold v.  Department      
   of Revenue, or to seek the immediate release of the tobacco tax moneys      
   held  in  escrow  so  that  adequate funding for nursing home care for      
   seniors and the disabled can be accomplished in the fiscal  year  2003      
   budget, or both.
