Establishes program requirements for a statewide abduction and kidnapping emergency alert system of the Department of State Police. Specifies that the system applies to the abduction or kidnapping of a person of any age. Requires the Department of State Police and the Department of Transportation to coordinate in the use of electronic highway message signs to convey abduction or kidnapping information. Requires the Department of State Police to establish a task force to monitor and review implementation and operation of the alert system. Requires the Department of State Police and the Illinois Emergency Management Agency to coordinate in the development of a promotional program on abduction and kidnapping prevention and response. Requires the Illinois Law Enforcement Training Standards Board to train local law enforcement personnel in the alert system. Requires the Department of State Police and the State Board of Education to coordinate in the development of abduction and kidnapping prevention instruction to be included in school curricula.
