        Re-enacts the provisions of the State  Gift  Ban  Act,  the  Open      
   Meetings   Act,   the   Freedom   of  Information  Act,  the  Lobbyist      
   Registration Act, and  the  Election  Code  contained  in  Public  Act      
   90-737, which was held unconstitutional by the Illinois Circuit Courts      
   of  the  7th  and 12th Judicial Circuits. Re-repeals provisions of the      
   Illinois Governmental Ethics Act and the  Election  Code  repealed  by      
   Public  Act  90-737.  Amends the State Gift Ban Act. Removes the Act's      
   application to the judicial branch, units  of  local  government,  and      
   school  districts.  Permits  the  solicitation and acceptance of gifts      
   from prohibited donors of $100  or  less  per  year.  Changes  various      
   exemptions  from  the gift ban. Provides for one ethics commission for      
   the executive branch, rather than separate commissions for each  State      
   officer.  Requires  the commissions to adopt certain procedural rules.      
   Permits the commissions to issue advisory opinions and rulings. Amends      
   the Election Code. Prohibits executive branch constitutional officers,      
   employees, and candidates from (i) soliciting contributions  from  the      
   constitutional  officer's  employees  and  (ii)  promising anything of      
   value  in  return  for  a   contribution.   Changes   various   filing      
   requirements  and  fines  relating  to political committees' financial      
   disclosures. Changes the permitted uses  of  a  political  committee's      
   funds.  Makes  other  changes.  Amends  the Illinois Procurement Code.      
   Changes the revolving  door  provisions  applicable  to  former  State      
   officers  and employees. Amends the Criminal Code of 1961. Prohibits a      
   public employee from knowingly soliciting  or  receiving  a  political      
   contribution  from  a  business  for which the employee has regulatory      
   responsibility. States that the bill's provisions  are  severable  and      
   require  a 2/3 vote of each house of the General Assembly for passage.      
   Effective immediately.
