   730 ILCS 5/3-6-3          from Ch. 38, par. 1003-6-3                        
   730 ILCS 5/5-4-1          from Ch. 38, par. 1005-4-1                        

        Amends  the  Unified  Code  of  Corrections.   Provides  that   a      
   defendant  convicted  of  cannabis trafficking or controlled substance      
   trafficking may receive only a maximum of 4.5  days  of  good  conduct      
   credit for each month of his or her sentence of imprisonment.               
          CORRECTIONAL NOTE (Department of Corrections)                        
          HB 5652 would cause an increase of 32 inmates in the                 
          corrections population and would have a fiscal impact of             
          $3,295,500.                                                          
        SENATE AMENDMENT NO. 1. (Senate recedes June 1, 2002)                  
          Adds reference to:                                                   
          720 ILCS 5/18-5                                                      
        Amends the Criminal Code of 1961. Provides that  the  offense  of      
   aggravated  robbery  applies  only  if  the offender had no firearm or      
   other dangerous weapon in  his  or  her  possession  when  he  or  she      
   committed  the  robbery.    In  the  Section  of  the  Unified Code of      
   Corrections relating to good conduct  credit,  adds  certain  reckless      
   homicide  offenses  involving drugs or alcohol and 2 or more deaths to      
   the list of  offenses  for  which  a  prisoner  may  not  receive  the      
   additional  good  conduct credit that is provided for participation in      
   drug abuse and certain other correctional programs.  The Criminal Code      
   provisions are effective immediately.                                       
        CONFERENCE COMMITTEE REPORT NO. 1.                                     
        Recommends that the Senate recede from Senate Amendment No. 1          
        Recommends that the bill be further amended as follows:

   the victim that he or she is armed with a firearm or  other  dangerous      
   weapon  when  he  or she committed the robbery.  In the Section of the      
   Unified Code of Corrections relating  to  good  conduct  credit,  adds      
   certain reckless homicide offenses involving drugs or alcohol and 2 or      
   more  deaths  to  the  list  of  offenses for which a prisoner may not      
   receive the additional  good  conduct  credit  that  is  provided  for      
   participation  in  drug abuse and certain other correctional programs.      
   The Criminal Code provisions are effective immediately.                     
        GOVERNOR'S AMENDATORY VETO MESSAGE                                     
        Proposes to remove the new language that a defendant convicted of      
   cannabis trafficking or controlled substance trafficking may receive        
   only a maximum of 4.5 days of good conduct credit for each month of         
   his or her sentence of imprisonment from the sections concerning the        
   rules and regulations for early release and sentencing hearings.
