        Amends the Illinois Vehicle Code.  Sets the amounts of  liability      
   insurance  coverage  that new and used vehicle dealers must provide to      
   customers test driving  the  dealers'  vehicles.  Provides  that  only      
   customers  who  test  drive  vehicles  for less than 12 hours with the      
   permission of the dealer or an employee are covered. Provides that the      
   vehicles of dealers  who  provide  the  required  coverage  for  their      
   test-driving  customers  are  not subject to other liability insurance      
   and security requirements of the Code.                                      
        HOUSE AMENDMENT NO. 1.  (Ruled Out of Order April 5, 2002)             
        Further amends Illinois Vehicle Code.  Makes  changes  concerning      
   the  amounts of liability insurance coverage that new and used vehicle      
   dealers must provide to customers test driving the dealers' vehicles.       
        HOUSE AMENDMENT NO. 2.                                                 
          Deletes reference to:

        Deletes everything.  Amends the  Illinois  Vehicle  Code.   Makes      
   technical   changes  in  a  provision  concerning  required  liability      
   insurance.                                                                  
        SENATE AMENDMENT NO. 1. (Senate recedes June 1, 2002)                  
          Deletes reference to:

          Adds reference to:                                                   
          625 ILCS 5/5-101                from Ch. 95 1/2, par. 5-101          
          625 ILCS 5/5-102                from Ch. 95 1/2, par. 5-102          
        Deletes  everything.  Amends  the  Illinois  Vehicle  Code.  Sets      
   minimum insurance coverage requirements for  a  vehicle  dealer  if  a      
   permitted  user  of  the  vehicle  dealer's automobile does not have a      
   certain  amount  of  insurance  coverage.  Assigns  the  primary   and      
   secondary  insurer based on the amount of insurance the permitted user      
   has. Provides that the vehicle dealer's insurance shall be primary  if      
   the permitted user is test driving the dealer's vehicle.                    
        CONFERENCE COMMITTEE REPORT NO. 1.                                     
        Recommends that the Senate recede from Senate amendment No. 1          
        Recommends that the bill be further amended as follows:

        Deletes everything. Amends the Illinois Vehicle Code. Provides         
   that if a permitted user of a vehicle dealer's vehicle has a liability      
   insurance policy that provides automobile liability insurance coverage      
   of at least $100,000 for bodily injury to or the death of any  person,      
   $300,000 for bodily injury to or the death of any 2 or more persons in      
   any one accident, and $50,000 for damage to property for any permitted      
   user  of  the vehicle dealer's vehicle, or does not have any insurance      
   at all, then the permitted user's insurer shall be the primary insurer      
   and the dealer's insurer shall be the secondary insurer. Provides that      
   if a permitted user of a vehicle dealer's vehicle does not  have  such      
   coverage,  then  the dealer's insurer shall be the primary insurer and      
   the permitted user's insurer shall be the secondary insurer.  Provides      
   that  when  a  permitted  user  is test driving a new vehicle dealer's      
   automobile, the new vehicle dealer's insurance shall  be  primary  and      
   the permitted user's insurance shall be secondary.
