        Amends the Illinois Guaranteed Job  Opportunity  Act.    Provides      
   that the Secretary of Human Services (now the Director of Labor) shall      
   administer  the  Act.   Deletes  the  provisions establishing district      
   executive councils,  calculating  the  allocation  of  funds  to  each      
   district,  and  granting  specific  administrative authority under the      
   Act.  Provides that grants may  be  funded  from  State,  as  well  as      
   federal  sources.   Provides that the Department of Human Services may      
   accept applications and issue grants for  the  operation  of  projects      
   subject  to  the  availability  of  State  or federal funds and at the      
   discretion of the Secretary.  Deletes the provisions  requiring  basic      
   reading  and  writing  testing, counseling, and instruction.  Provides      
   that a participant in a job project who has not completed high  school      
   shall  enroll in an education program and if necessary shall enroll in      
   an English as a Second Language program.  Deletes provisions requiring      
   that  participants  receive  employment  benefits.   Changes   certain      
   eligibility  requirements  and  wage standards for participants in the      
   job projects. Makes other changes.  Effective July 1, 2002.                 
          FISCAL NOTE (Illinois Department of Labor)                           
          Programs under the Guaranteed Job Opportunity Act were to have       
          been funded by federal sources. No federal funding was received      
          for the programs, and therefore the programs under this Act          
          were never implemented. HB4377 transfers the responsibilities        
          under the Guaranteed Job Opportunity Act from the Illinois           
          Department of Labor to the Illinois Department of Human Ser-         
          vices. There is no fiscal impact to the Department of Labor as       
          a result of HB 4377.                                                 
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that any individual who has not  completed  high  school      
   and who participates in a job project may (instead of shall) enroll if      
   appropriate  (instead of enroll) in and maintain satisfactory progress      
   in a secondary school or an adult  basic  education  or  GED  program.      
   Provides that any individual with limited English speaking ability may      
   (instead of shall) participate if appropriate (instead of participate)      
   in an English as a Second Language program.  Provides that no eligible      
   participant  employed  in a job project may be employed on the project      
   for less than 30 hours per week (instead of more  than  32  hours  per      
   week).
