        Amends the Consumer Fraud and Deceptive Business  Practices  Act.      
   Requires  cell phone service providers to treat, for billing purposes,      
   calls made to a telephone number within 90 seconds after disconnection      
   of a call to that number as a continuation of the disconnected call.
