        Amends the Illinois Identification Card Act.   Provides  that  an      
   applicant  may  be  fingerprinted  and may submit a legible print of a      
   thumb or forefinger of the applicant.   Amends  the  Illinois  Vehicle      
   Code.   Provides that the Secretary of State must provide by rule that      
   an applicant for a driver's license  may  be  fingerprinted,  that  an      
   application  may  include  a legible print of a thumb or forefinger of      
   the applicant, and that a driver's license must provide a space for  a      
   fingerprint  or  thumbprint  of  the  applicant.   Provides  that  the      
   Secretary  shall  maintain  or  contract  to  maintain  records of all      
   fingerprints submitted by applicants.

        Deletes everything.  Amends the Illinois Vehicle  Code.  Provides      
   that  the  Secretary of State and the Department of State Police shall      
   jointly  develop  policies  and  procedures  to  capture  and   encode      
   fingerprint  information on driver's licenses and identification cards      
   issued  by  the  Secretary.  Provides  that  the  Secretary  and   the      
   Department  shall  submit  a  report  to  the Governor and the General      
   Assembly not later than  April  1,  2003  on  the  proposed  policies,      
   procedures,  costs  of  implementation, and any recommended changes to      
   rules and  statutes.  Provides  that  the  Secretary  shall  implement      
   procedures  to  capture  and  encode  fingerprint  information  on all      
   Illinois residents who wish to have that information on their driver's      
   licenses and identification cards issued on or after January 1, 2005.

          In the opinion of DCCA, HB 4174 (H-am 1) does not meet the           
          definition of a State mandate under the State Mandates Act.

          If HB 4174 (H-am 1) were to become law, there would be               
          no fiscal impact to the Department.                                  
          FISCAL NOTE, H-AM 1 (Secretary of State)                             
          The fiscal impact of HB 4174, as amended, is estimated at $46.5      
          million for start-up costs (including equipment, software,           
          programming, smart chips, and supplies). Annual operating costs      
          are estimated at $46.6 million.
