BLACK-GRANBERG-LYONS,EILEEN-MATHIAS.

   815 ILCS 413/16 new                                                         

        Amends  the  Telephone  Solicitations  Act.  Provides  that   the      
   Illinois  Commerce Commission shall establish, maintain, and publish a      
   quarterly listing of  telephone  numbers  of  Illinois  consumers  who      
   request  not to be solicited by telephone. Provides that the telephone      
   number of a consumer shall be placed on the listing  if  the  consumer      
   requests  to be added to the listing. Provides that the Commission may      
   contract with an agent to establish, maintain, and publish the listing      
   if (i) the agent has demonstrated experience in maintaining a national      
   no sales solicitation calls listing and (ii) the contract requires the      
   vendor to provide the listing in a printed hard copy  format  and  any      
   other  format  offered  at  a cost that does not exceed the production      
   cost of the format offered. Provides that the Commission shall  notify      
   Illinois residents of their rights and duties concerning the listing.
